Board of RCC CAs Heads and authorized representatives of the Communications Administrations - the Regional Commonwealth: Republic of Azerbaijan, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic of Kyrgyzstan, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine approved the Charter of the Regional Commonwealth in the Field of Communications (Protocol number 2 from 23-24 January 1992) - RCC Charter.
The supreme body of the RCC is the Board of the RCC Communications Administrations Heads.
The activity of the Board of RCC CAs Heads is defined by Regulation, which was approved June 30, 2003 including the amendments made on May 8, 2010 (Decisions of the Board RCC CAs Heads - RCC number №29/10, and №42/9, respectively).

In accordance with the Charter of the Board of Heads of RCC Communications Administrations provides:
In accordance with i.2.2 of the Rules of the Board of RCC CAs Heads, confirmed by the decision of the Board of RCC CAs Heads from 30.06.2003 #29/10 (in Ed., As amended by the Board of RCC CAs Heads decision of 8.05. 2010 №42/9) Vice-President shall be appointed on the basis of the principle of rotation in the russian alphabetic order of names of States, the communications Administration which are full members of the RCC, for a period not exceeding one year.
Currently, the Deputy Chairman of the RCC Board is the head of Communications Administration of the Kyrgyz Republic, Chairman of State Committee of Information Technology and Communications of the Kyrgyz Republic Mr. Bakyt Sharshembiev.
