Board of the RCC CAs Heads

Board of RCC CAs Heads and authorized representatives of the Communications Administrations - the Regional Commonwealth: Republic of Azerbaijan, Republic of Armenia, Republic of Belarus, Republic of  Kazakhstan, Republic of Kyrgyzstan, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine approved the Charter of the Regional Commonwealth in the Field of Communications (Protocol number 2 from 23-24 January 1992) - RCC Charter.

     The supreme body of the RCC is the Board of the RCC Communications Administrations Heads.

     The activity of the Board of RCC CAs Heads is defined by Regulation, which was approved June 30, 2003 including the amendments made on May 8, 2010 (Decisions of the Board RCC CAs Heads - RCC number №29/10, and №42/9, respectively).

Decisions of the Board of RCC CAs Heads taken by common consent (consensus) of its members.

In accordance with the Charter of the Board of Heads of RCC Communications Administrations provides:

  • control of the RCC Executive Committee activity;
  • approvement of the number of employees of RCC Executive Committee;
  • approvement of the cost estimates of the RCC Executive Committee (annual);
  • appointment and dismiss of the Director general of the RCC Executive Committee, approves the appointment of Deputy Directors general of the RCC Executive Committee;
  • resolvement of disputes in the RCC activities;
  • approvement of the budget of the RCC in order to finance the joint costs, including the costs of maintaining the Board and RCC Executive Committee (not later than the month of December of the year preceding the financial);
  • determination of the size and order of payments;
  • carries out the appointment of the Audit Commission;
  • decision of on the reorganization and winding-up of the RCC;
  • appointment of a liquidation commission and approve the liquidation balance.

        In accordance with i.2.2 of the Rules of the Board of RCC CAs Heads, confirmed by the decision of the Board of RCC CAs Heads from 30.06.2003  #29/10 (in Ed., As amended by the Board of RCC CAs Heads decision of 8.05. 2010 №42/9) Vice-President shall be appointed on the basis of the principle of rotation in the russian alphabetic order of names of States, the communications Administration which are full members of the RCC, for a period not exceeding one year.

     Currently, the Deputy Chairman of the RCC Board is the head of Communications Administration of the Kyrgyz Republic, Chairman of State Committee of Information Technology and Communications of the Kyrgyz Republic Mr. Bakyt Sharshembiev.
