PROVISIONS

on Organization of Actions within the framework of the Charter Activities of the Regional Commonwealth in the field of Communications

 

 

  1. 1. General provisions

 

1.1. Provisions on Organization of Actions within the framework of the Charter Activities of the Regional Commonwealth in the field of Communications (hereinafter – Provisions) shall determine the procedure of formation and execution at RCC of important production, administrative, educational and other works.

 

1.2. Pursuant to the Decision of the RCC Board №37/7 of 28.05.2007 (Minutes №37/7) works aimed at implementation of the Regional Commonwealth in the field of Communications tasks envisaged in the section 2 of the RCC Charter and in the section 4 (items 4.1 -4.15, 4.20, 4.21, 4.24) of the Provisions on the RCC Executive Committee shall be included in the List of actions carried out within the framework of the RCC Charter activities (hereinafter – List of actions).

 

1.3. The present Provisions are put into effect to be guided by at formation and implementation of the List of actions carried out within the framework of the RCC Charter activities.

The component part of the Provisions shall be the effective Provisions on R&D works execution at the Regional Commonwealth in the field of Communications. Pursuant to these Provisions formation of proposals for R&D works and execution of R&D works included in the List of actions shall be done.

 

List of actions shall be considered and approved by the RCC Board annually.

 

 

  1. 2. Procedure of formation and approval of the List of actions

 

2.1. Participants of RCC, Coordination Council of the CIS member states for Informatization attached to RCC (Coordination Council for Informatization), PCC Telecommunication Operators Board and RCC Postal Operators Board (RCC Operators Boards), hereinafter referred to as Participants, being guided by the General provisions of the document (Section 1) shall annually prepare proposals for actions indicating their estimated cost for their inclusion in the draft List of actions for the coming planned year.

Proposals shall be sent to the RCC Executive Committee by 1 March of the year previous to the planned one simultaneously with proposals for R&D works (item 1.2.1. of the Provisions on R&D works execution at RCC).

 

2.2. Draft List of actions for the planned year shall be formed by the RCC Executive Committee during March of the year previous to the planned one on the basis of coming proposals and target decisions of the RCC Board, Coordination Council for Informatization, RCC Operators Boards on holding concrete actions within the framework of the RCC Charter activities with indication of the cost of works taking account of the transitory actions.

 

2.3. Cost of works included in the draft list of actions shall be determined on the basis of proposals having come from the Participants by the Group of Experts of the RCC Executive Committee.

 

2.4. Prepared by the RCC Executive Committee draft List of actions shall be submitted for consideration of the RCC working bodies simultaneously with summarized proposals for R&D works (item 1.3. of the Provisions on R&D works execution at RCC). RCC working bodies shall consider the draft during April-July of the year previous to the planned one and shall conclude on the action under administration and on their cost; they may recommend to include additional actions to the draft.

 

2.5. RCC Executive Committee on the basis of the RCC working bodies recommendations shall form during the August of the year previous to the planned one a final draft List of actions with inclusion of R&D works (item 1.7 of the Provisions on R&D works execution at RCC), shall coordinate it with the RCC Commission on the Economy of Communications and shall prepare for submission to the RCC Board for consideration and approval.

 

2.6. Draft List of actions and draft RCC income and expense budget containing income and expenses for the RCC Charter activities shall be considered and approved by the RCC Board at the same session in the given succession.

 

3. Funding and payment of the executed works included in the List of actions

 

3.1. Expenses for funding works included in the List of actions shall be provided pursuant to the effective Provisions on the RCC Finances in the RCC income and expense budget for the RCC Charter activities and shall be made at the expense of the Participants membership contributions.

 

3.2. Membership contributions for funding actions carried out within the framework of the RCC Charter activities shall be transferred by all RCC, Coordination Council for Informatization and RCC Operators Boards participants in time provided by the Provisions on the RCC Finances on the basis of the approved by the RCC Board income and expense budget for the relevant year.

 

3.3. Amounts of the Participants’ membership contributions as regards the part allocated for funding actions carried out within the RCC Charter activities shall be calculated by the shares of contributions applied for determining contributions for the RCC Executive Committee maintenance.

 

3.4. Balance of the received but not used by the end of the year funds in the expense budget for the RCC Charter activities shall be placed to the next year expense budget for use according to the intended purpose within the framework of the RCC Charter activities.

 

3.5. Payment of the executed works shall be made by the RCC Executive Committee in accordance with the current normative documents of the Russian Federation.

 

3.6. Documents for payment of the executed works shall be prepared in the established order by the relevant RCC Executive Committee unit

 

 

4. Organization of works included in the List of actions

 

4.1. RCC Executive Committee shall organize implementation of actions carried out within the framework of the RCC Charter activities in the interests of the RCC, Coordination Council for Informatization and RCC Operators Board participants.

 

4.2. Procedure of execution of the R&D works included in the approved List of actions shall be provided in the Provisions on R&D works execution at RCC.

 

4.3. RCC Executive Committee with involvement when necessary of the heads of the RCC working bodies supervising the relevant subjects shall plan implementation of the List of actions under the conditions of observance of the expenses optimization and competitive principles.

Within 2 months after approval of the List of actions by the RCC Board time schedule of step-by-step execution of works shall be developed: the volume, order of the actions implementation, organization and control of their implementation, negotiations with potential executors of actions, etc. shall be determined.

 

4.4. At working out in accordance with the approved List of actions of draft model legislative acts in the field of communication and informatization in interaction with CIS IPA the organization-executor shall be appointed taking into account recommendations and decisions of the CIS IPA-RCC Council of Experts.

 

4.5. Contracts with organizations-executors of the actions shall be concluded by the RCC Executive Committee.

 

4.6. RCC Executive Committee shall ensure control over implementation of the approved by the RCC Board List of actions carried out within the framework of the RCC Charter activities.
