How to become RCC participant


The participants of the Regional Commonwealth in the field of communications are communications administration of governments who subscribed the Agreement on the establishment of the RCC (17 December 1991).

RCC is open for the accession of the Communications Administrations of other countries. They can be accepted as members of the Commonwealth in their official request and if their appeal is supported by all participants of the Commonwealth.

Entering to the Regional Commonwealth in the field of Communication is not a barrier for entering to other unions, communities, associations, connection to other Agreements.

The RCC participants may have the status as a full and associate member.

At the work of the RCC can participate communications administration of other countries as observers.

Status and powers of associate members and observers are determined by the RCC Board.

The status of observer in the RCC may be granted to the communications administrations (regulators) of bordering countries or communication administrations within the areas C and 2 (the geographical distribution of the ITU and UPU).

The status of observer in the RCC may be granted to the operating organizations (operators), taking into account geographical features mentioned in item 1, or in the mutual interest in cooperation, the implementation of practical contribution to the development of communication operator in the RCC countries.

The operator can be accepted in the RCC only as an observer, and only with the consent or approval of the communication administration bond.

Observers are entitled with a deliberative vote.


The observers have the right:


  • participate in the meetings of the RCC Board, except the meetings related to the issues of implementation of intergovernmental Agreements in the field of postal and telecommunications services of the CIS countries;
  • at the meetings of the Board to speak in the debate, to make suggestions and comments on the issues discussed and the materials in question, present and request the necessary information on the agenda of the meeting, receive reports and decisions concerning them;
  • participate in the work of the RCC Commissions;
  • participate in joint research projects, seminars and workshops conducted by the RCC.

Application for admission to the RCC as an observer will be sent to the name of Chairman of the RCC Board signed by the head of communication administration or head of the operator`s organization.
