Representatives of the Communications Administrations and independent regulatory bodies of the RCC participants: Republic of Armenia, Republic of Azerbaijan, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation and the RCC Executive Committee, and those invited from CAs of the Republic of Uzbekistan, National Regulatory Commission of Ukraine, the ITU Area Office for the CIS countries and the Telcordia Company took part in the meeting. Total number of participants - 25 people.

The following issues were discussed at the meeting:

• - consumer protection and quality of communication services (speakers - representatives of regulatory bodies of the Republic of Armenia and Ukraine);
• - introduction and use of the Universal Service Fund (speakers - representatives of regulatory bodies of the Republic of Moldova, Ukraine and CA of the Russian Federation);
• - numbering resource payment (speakers - representatives of CAs of Russia and regulatory body of Ukraine);
• - services market development (speakers - representatives of regulatory bodies of Moldova and Kyrgyzstan).

Besides, the report of the representative of the National Commission for Communications Regulation of Ukraine “Liberalization of the telecommunications market in Ukraine, problems and their solutions” was heard.

The presentation “Recommendations on successful implementation of number portability” which represent the necessary actions of regulatory bodies and mobile operators on preparations for implementation of number portability and the aspects requiring customers’ attention for starting this service use was presented by the Telecordia Company (USA).

At the end of the meeting the draft agenda of the Commission’s regular meeting was agreed and the RCC EC was charged to specify the venue and date of the event and also to supplement its agenda.
