Informatisation Comission

          The main objective of the RCC Informatization Commission (Commission) established in 1998 is the RCC participants interaction in solving questions related to ICT implementation and application in the Commonwealth countries.

          The Commission is subordinated to the Coordination Council of the CIS member states for Informatization attached to RCC which coordinates mutually beneficial cooperation between the countries of the region in building the information society.

          The positive tendency of the recent years is development and implementation of the CIS member states Strategy of cooperation in the informatization area. The Strategy provides for development and implementation of national and interstate programs and projects on bilateral and multilateral basis, implementation of which will contribute to building a single information space of the Commonwealth countries and their integration into the global information community.

         Implementation of the Strategy is aimed at creating an enabling environment for ICT development, harmonization of legislations and technological basis, development of information and communication services and new ICT applications and information security.

          One of the major large-scale projects is the creation of information systems of new generation passport and visa documents with biometric data. Transition to the new generation documents has recently become a focal problem for the Commonwealth as many countries already use them or have come close to the introduction of biometric identification systems.

          In order to expand the use of ICT in public health and to promote the quality of medical care, common approaches to formation and development of telemedicine networks in the CIS countries  are being developed within the Commission and Coordination Council.

          Commission also studies such issues as creation of IT Parks, enhancing attractiveness of business environment in the ICT field in the Commonwealth countries and establishing an effective dialogue between government and business.

           Special attention within the Commission and Coordination Council is paid to creating e-government, providing citizens and organizations with public e-services, ICT application in education (e-education) and standardization in the ICT field.

           RCC Informatization Commission collaborates with:

  • RCC Commission for International Cooperation Coordination in regard to preparations for the World forums on the information society, as well as issues of Internet governance;
  • RCC Commission on the Economy of Communications in regard to development of indicators characterizing the state of informatization development in the Commonwealth countries. A R&D work within RCC was carried out on this theme;
  • RCC Human Resources Development Commission in regard to e-education.
