3rd meeting of the Working Group on Revision of the RCC Constituent Documents

The 3rd meeting of the Working Group on Revision of the RCC Constituent Documents took place on 9-10 February 2010 in Moscow. Members of the Working Group from CAs of the Azerbaijan Republic, Republic of Armenia, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Republic of Tajikistan, Russian Federation, Republic of Uzbekistan, IOSC INTERSPUTNIK, RCC Executive Committee management and officers, and also the invited experts – representatives of: RUE Beltelecom, JSC Kazakhtelecom, JSC Kazpochta, OJSC Rostelecom, CJSC TransTeleCom, EDN Sovintel LLC and MTS participated in the meeting.
 

The Working Group carrying out the commission of the RCC Board on the RCC structure improvement paid the main attention to the questions of internal optimization and unification of the RCC regulatory documents.

The Working Group approved the following agenda:

  1. Information on the results of consideration of the question on the RCC structure improvement at the RCC working bodies meetings.
  2. Consideration of proposals for making alterations and additions to the RCC regulatory documents – work with the RCC regulatory documents.
  3. Summarizing outcomes of the 3rd meeting of the Working Group on Revision of the RCC Constituent Documents and drafting a decision on this question for the 42nd session of the RCC Board.

In the course of consideration of the agenda item 1 it was noted that heads of the working bodies and RCC Executive Committee need to pay attention to optimization of the working bodies meetings planning and to continue practice of carrying out the working bodies meetings with application of ICT facilities, and also practice of interaction with the ITU Area Office and UPU regional representation as regards carrying out of the ITU and UPU seminars and meetings of the RCC profile working bodies on allied subjects.

Under agenda item 2 the Working Group together with the involved experts of the RCC Telecommunication Operators Board and Postal Operators Board considered, analyzed and unified regulatory documents of the two Boards: Provisions on the RCC Telecommunication Operators Board and Regulations on the RCC TOB, Provisions on the RCC Postal Operators Board and Regulations on the RCC POB.

Main alterations in the above-mentioned documents:

  • The status of the associated member was excluded. There are only full members and observers;
  • A new item on the membership suspension and exclusion of an operator was entered;
  • The part about the Boards’ tasks was corrected;
  • The part about financial activity was changed;
  • Sections were replaced by Working Groups.

 

The Working Group suggested to consider the draft Calculation methods for contribution sizes of the RCC participants financing expenses of the Regional Commonwealth in the field of Communications in the established order, namely - to apply to the Working Group on Revision of the Existing Order of the RCC Participants Contributions Determination to study at its meeting the draft Methods with a view to preparing the question for the next meeting of the RCC Commission on the Economy of Communications with the subsequent approval of the whole package of the considered documents at the 42nd session of the RCC Board.

The Working Group on Revision of the RCC Constituent Documents made alterations and additions to RCC regulatory documents - Regulations on the Board of the RCC Communications Administrations Heads, Provisions on Finance of the Regional Commonwealth in the field of Communications, Provisions on the organization of R&D works at the Regional Commonwealth in the field of Communications and Provisions on Establishment of Monthly Addition to the State Pension of the RCC EC Retired Employees according to the existing legislation and modern requirements.

The Working Group adopted a decision to ask the RCC Board to approve the indicated above documents.

Under agenda item 3, taking into account importance of the question to ask the RCC Board to include it in the agenda of the 42nd session of the RCC Board, and also to ask the RCC Board to charge the Working Group on Revision of the RCC Constituent Documents to continue work on the RCC structure reforming and improvement, on the RCC regulatory documents unification.
