15-16 July 2014 in Astana (Republic of Kazakhstan) the joint 49th session of the RCC communications administrations Board (RCC Board) and 20th session of the Coordination Council for Informatization of the CIS member states attached to RCC (Coordination council) was held.

The delegations of the RCC full members – Communications Administrations (CAs) of Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic
of Uzbekistan, and RCC observers – CAs of the Republic of Bulgaria, Republic of Latvia, Lithuanian Republic, , IOSC “Intersputnik” as well as guests from CIS Executive Committee, Eurasian Economy Commission, International Telecommunications Union (ITU), Pan African Postal Union, CITEL, CEPT, Intergovernmental organization “EUTELSAT”, as well as representatives of communication organizations of Great Britain, China, Republic of Korea, Nigeria, Poland and Turkey took part at the session.The Chairman of the RCC Board and Coordination Council, Minister of Telecom and Mass Communications of the Russian Federation, Mr. N. A. Nikiforov chaired the session.

On behalf of the Government of the Republic of Kazakhstan the speech of welcome was made by the First Deputy Prime Minister of Republic of Kazakhstan Mr. B. A. Sagintaev.

The greeting speech on behalf of the ITU Secretary General Dr. Hamadoun Touré was made by the Director of the ITU Radiocommunication Bureau Mr. F. Rancy.

The participants of the meeting admitted the Intergovernmental organization “EUTELSAT” to the membership of the RCC as observer.

During the meeting was discussed the outcomes of participation of the RCC communication administrations at the ITU World Telecommunication Development Conference 2014 (WTDC-14) and also at World Summit on the Information Society High-Level Event. Thanks to the great organizational and technical work carried out by the RCC Commission for International Cooperation Coordination together with the RCC Communications Administrations and RCC Executive Committee, most of the RCC Common proposals are reflected in the WTDC-14 Final Acts, and candidates from the RCC CAs became part of the leadership
of conference and ITU -D working bodies - Telecommunication Development Advisory Group (TDAG) and Study Groups (SG). At the meeting was discussed the preparations of the RCC CAs to the ITU Plenipotentiary Conference in 2014, the World Radiocommunication Conference and Radiocommunication Assembly in 2015, and the ITU World Telecommunication Standardization Assembly which will held in 2016. Under the article "About prospects of the ITU development for the period up to 2018" was heard information of candidates for elective positions in the leadership of the ITU and Radio Regulations Board.

Participants of the meeting discussed the implementation of Cooperation Strategy in the construction and development of the information society up to 2015 and identified the strategic line of the ICT development in our countries up to 2025, proceeded consideration of the formation of transboundary trust space in the Internet network, giving the opportunity to provide services to users confidence in their electronic interaction.At the same time, in order to create a common CIS information space was confirmed the possibility of recommendation application in CIS member states architectural, technological, methodological and regulatory solutions used in the creation and development of integrated information system of foreign and mutual trade of the Customs Union.

 

During the meeting was heard the reports of the Chairmen of the RCC Commission on regulation of the use of radiofrequency spectrum and satellite orbits and RCC Telecommunication Commission was identified the prospects and directions of their further work. Participants of the meeting approved the strategic direction of the RCC Telecommunication and Infocommunication Operators Board and RCC Commission on the economy of infocommunications in the near future.

Taking into account that the RCC communications administrations attaching the great importance to issue of postage stamps, as well as for the development of philately in the RCC participants' countries, was approved Addition 1 for 2016-2020 to the "Agreement of the RCC communications administrations on the organization of publishing postage stamps issues on the RCC subject" and the RCC communications administrations encouraged to include in annual postage stamps issues stamps on the RCC subject.

An important outcome of coordinated actions and common solutions in order to create a favorable environment for the development and building of the information society in the RCC participants' countries, as well as the efforts of the RCC CAs to ensure the availability of telecommunications services became the endorsement of the "Agreement on the principles of implementation of interoperator mutual settlements during rendering services of the international telecommunication in the CIS Member States (including roaming)" and "Agreement on cooperation and strategic partnership between Foundation for development of the center of research and commercializing of new technologies and Regional commonwealth in the field
of communications".

Participants of the session also discussed the issues concerning the Commonwealth internal activity: changes and amendments to the RCC Regulations, heard the report of work of the RCC Executive Committee, appointed the Deputy Chairmen of the RCC CAs Board and Coordination Council, approved the composition of the RCC Inspection Commission for 2015.

As the Chairman of the RCC Board and Coordination Council for Informatization of the CIS states attached to RCC was appointed Mr. N. A. Nikiforov until 31 December 2018.

As the Vice-Chairman of the RCC Board was appointed the Head of Communications Administrations the Communication Administration’s Head of the Republic of Armenia, Minister of Transport and Communications of the Republic of Armenia - Mr. G. B. Beglaryan until 31 December 2015.

As the Vice-Chairman of Coordination Council for Informatization of the CIS states attached to RCC the Communications Administration’s was appointed Head of the Republic of Moldova, Minister of Information Technology and Communications of the Republic of Moldova - Mr. P. P. Filip until 31 December 2015.


The meeting of Heads of delegations of the RCC participants with the Prime Minister of the Republic of Kazakhstan Mr. K. K. Maximov took place.
Next joint 50th session of the RCC Board and 21st session of the Coordination Council it was decided to carry out in Moscow, Russian Federation in May 2015.
