18-19 July 2013 in Cholpon-Ata (Kyrgyz Republic) the joint 48th session of the RCC communications administrations Board (RCC Board) and 19th session of the Coordination Council for Informatization of the CIS states attached to RCC (Coordination council) was held

 

The Chairman of the RCC Board and Coordination Council, Minister of Telecom and Mass Communications of the Russian Federation, Mr. N. A. Nikiforov chaired the session.

On behalf of the Government of the Kyrgyz Republic the speech of welcome was made by the Minister of transport and communications of Kyrgyz Republic Mr. Sultanov K.I.

The greeting speech on behalf of the ITU Secretary General Dr. Hamadoun Touré the was made by the Head of the ITU Area Office for the CIS region Mr. Orozobek Kaiykov.

The participants of the meeting unanimously admitted Ukraine, represented by the authorized body - the State Agency on Science, Innovations and Informatization to the membership of the Coordinating Council as a full member. To the membership of the RCC Telecommunication Operators Board admitted LLO “Kar-Tel” (Republic of Kazakhstan) as a fill member, FSUE Radio Research and Development Institute (NIIR) (Russian Federation), LLO “Dudu group” (Russian Federation) and LLO «FOPNET» (Georgia) as observers.

One of the main points of development of the information society became the adoption by the CIS Heads of Government Council’s Decision from 28 September 2012 the Cooperation Strategy in the construction and development of the information society (Strategy) and the Action Plan for its implementation for the period up to 2015 (Action Plan), timely implementation of which will promote to the formulated goals.

The RCC Board and Coordination Council approved the Action Plan prepared by the RCC Informatization Commission Informatization in pursuance the Action Plan, the draft Regulation on the Base Organization in CIS member states in the ICT area and proposals of the CA of the Republic of Kazakhstan on giving the status of Base Organization in CIS member states in the ICT area JSC "National Infocomunication Holding "Zerde" (JSC NIH "Zerde"). The RCC Executive Committee charged Committee submit to the CIS Executive Committee for consideration of CIS Heads of Government Council the established procedure the Provision about the Base Organization in CIS member states in the ICT area and the proposal to grant to the stock JSC NIH "Zerde" status of Base Organization.

Also the RCC Informatization Commission and the RCC Information Security Commission charged to systematically analyze the implementation of the Strategy and Action Plan and provide timely information on the Board and Council sessions and prepare for the next joint session of the Board and Council draft amendments and supplements to the Strategy and draft of Action Plan for the period 2016 - 2020 years, taking into account the preparations for the World Summit (WSIS) + 10.

In the block of questions devoted to summarizing the outcomes of participation of the RCC CAs delegations in international forums, participants of the meeting endorsed the RCC CAs, RCC Commissions for International Cooperation Coordination, on the Economy of Communications, Telecommunication Commission, Telecommunication Operators Board and RCC Executive Committee work carried out during the preparation and at the World Telecommunication Standardization Assembly (WTSA-12) and World Conference on International Telecommunication (WCIT-12) and also noted the coordinated work of the of the RCC CAs delegations at the Regional Development Forum and Regional Preparatory Meeting for the CIS countries for WTDC-14 (19-21 February 2013, Chisinau, Republic of Moldova), WSIS Forum 2013 (13-17 May, Geneva) and World Telecommunication/ICT Policy Forum (WTPF-13).

It was noted that the coordinated work of the RCC CAs delegations at International Forums promote to the protection of national and regional interests of the RCC participants` countries.

The Boards have decided to apply consolidated efforts of CIS member states on the organization of the Second World Summit on the Information Society in 2015 in Russian Federation.

Participants of the meeting approved «Actions on the cooperation of Communication administrations within the framework RCC on realization of the 25th UPU Congress Decisions» (Doha, 2012) for 2013 – 2016» and Regional plan of postal development for Europe and CIS for 2013 – 2016. «Interaction and consolidation of efforts in favor of supporting the postal development in Europe and the Commonwealth of Independent States» which were represented by the RCC Postal Commission and RCC Postal Operators Board in pursuance of Decision of the joint session of Board of the RCC CAs Heads and Coordination Council for Informatization of the CIS states attached to RCC (№ 47/18-2, November, Baku 2012) and recommended to RCC participants, members of the RCC Postal Commission and RCC Postal Operators Board considered in practical activities mentioned in RCC Actions.

On discussing issues relating to the RCC communications administrations preparation for the ITU Forums: World Conference on International Telecommunication (WCIT-12), World Radiocommunication Conference (WRC-15) and the Radiocommunication Assembly (RA-15) to continue the further coordination of the RCC CAs positions to strengthen the RCC role and the protection of national interests of its members at the international level. RCC Commission for International Cooperation Coordination to prepare draft of the RCC CAs Common proposals for WCR – 15 and RA -15 to continue the cooperation with the regional organizations on preparation for upcoming ITU forums in 2015. RCC Commission on regulation of the use of radiofrequency spectrum and satellite orbits to continue the coordination of RCC CAs preparation for WRC-15 and RA-15.

Participants of joint session considerate and endorse the Declaration taking into account the comments of the CIS Member States and guided by it in the work of the RCC Communication administrations and telecommunication operators of the CIS Member States on mutual understanding of the RCC participants on the principles of interoperators mutual settlements rates formation for mobile communication services (including in roaming). RCC communications administrations and CIS telecommunications operators recommended guiding the Declaration in their activities.

Then the participants considered the formation of transboundary trust space of the CIS member states. Was approved the "Concept of development and adoption of drafts for coordination and audit of CTI participants activities (hereinafter - CTI Concept)". RCC Commission for Information and Information Security with the participation of the basic organization of states - participants of the CIS in a methodical, organizational and technical support work in the field of information security and the training of specialists in this field (FSUE VNIIPVTI) was mandated to work on the formation of cross-border space of trust of the States Parties CIS. RCC Informatization Commission and the RCC Information Security Commission charged to with the participation of the basic organization of the CIS member states in a methodical, organizational and technical support work in the field of information security and the training of specialists in this field (VNIIPVTI) to continue work on transboundary trust space formation of the CIS member states.

Taking into account the urgency of this area of cooperation in all spheres of the economy in the states - participants of the CIS, the announcement in 2014 the «Year of the formation of transboundary trust space in the CIS».

Participants of the meeting discussed the experience of technology parks development in the ICT area in the RCC participants’ countries whose activities contributes to the geographic concentration of financial and intellectual resources to accelerate the development of high-tech industries. RCC Informatization Commission charged to continue an actions research undertaken in the RCC participants’ countries on creation of technology parks in the ICT area, including issues of national legislation, system of personnel training, development of scientific research in the ICT area.

Was heard the report of the RCC Commission on the Economy of Communications activities. Work of the RCC Commission on the Economy of Communications was approved. The RCC Board and Coordination Council charged to the Commission to continue coordination processes in the field Communications and Informatization economy in the interests of the RCC participants in accordance with the Strategic direction of the RCC activities and monitoring of information development of the RCC participants’ countries and the analysis of the international ratings and countries’ readiness of the information development.

Participants of the session discussed also the issues concerning the Commonwealth internal activity: changes and amendments to the RCC Regulations, the Deputy Chairmen of the both RCC Board and Coordination Council were appointed the composition of the Inspection Committee, RCC income and expense budget, List of the actions carried out within the RCC Charter activities for the next year were adopted.

Next joint 49th session of the RCC Board and 20th session of the Coordination Council it was decided to carry out in Republic of Kazakhstan in the second half of 2014.

In conclusion the participants of the session expressed gratitude to the Government and Communications Administrations of the Kyrgyz Republic for the excellent organization of the joint session of the RCC Board and Coordination Council and warm reception.
