18-19 November in Moscow (Russian Federation) UPU key regional project on e-commerce and export development – First regional forum on e-commerce and MSME business development was held.


The Forum was organized by the RCC Executive Committee, UPU International Bureau, PostEurope in common with the CA of Russian Federation.

The seminar was attended by Directors General of national postal operators and their Deputies, Heads of departments, employees of the Ministry / Agency / Committee concerned postal services, leading experts from the communication administrations and national project coordinators of designated operators of the RCC and PostEurop (South Eastern Europe). The total number of participants - more than 80 people.


The Forum was opened by Deputy Minister of the Telecom and Mass Communications of the Russian Federation Mr. Mikhail Ja. Evraev.

The speech of welcome was made by Director General of the FSUE Russian Post Mr. Dmitry Ye. Strashnov, Director General of the RCC Executive Committee Mr. Nurudin N. Mukhitdinov, Secretary General of the PostEurope Mr. Botond Szebeny.

On behalf of the Director General of the UPU International Bureau the speech of welcome was made by Europe and CIS Regional Programme Manager Mr. Andrey V. Sudakov.

At the Forum participants discussed issues of E-commerce and export development – key regional project of the UPU regional development plan for 2013–2016 and global trends and opportunities for Posts today and tomorrow

It was discussed European e-commerce development (legislation and ect.), considerations for MSME in Developing Countries.

Considered case studies and best practices: e-commerce cycle of postal operations (e-commerce value chain) postal platforms, local IT systems and development of solutions etc.

Representatives of the UPU IB presented  the UPU e-commerce IT framework – tools to grow postal e commerce integrated solutions for payments and logistics, including UPU Customs Declaration System and using .post to secure your e-commerce transactions, .post philately webshop pilots and .post website-in-a- box. One-stop shopping centre – creation and operation of national and regional e shop platforms for MSME.

It was discussed implementation of the WTO Trade Facilitation Agreement, its implications and opportunities for the private sector and its main measures and how the United Nations Economic Commission for Europe (UNECE) is supporting trade facilitation.

Representative of the PUASP presented information how the South American Easy Export solution for MSMEs Exporta Facil is working in Brazil, Peru and Ecuador: experience, challenges, results, impact and lessons learnt. Presentation of the UPU Easy Export Programme Manual and Guide.

Representative of the World Customs Organization told how the customs authorities can support trade facilitation via the Post.

Representative of the UPU International Bureau told about E-Commerce Programme (ECOMPRO) including new e-commerce delivery specifications.

Participants discussed the creation of connections via e-shop/exporting postal platform. UPU E-Commerce Guide, e-commerce implementation and business models for postal operators. E-commerce regional development matrix (map) and analysis of replies to Regional e-commerce questionnaire.



During the seminar signing of the Memorandum of understnading between the Regional Commonwealth in the field of Communications (RCC) and the Association of European Public Postal Operators (PostEurop) was held.


From the RCC the Memorandum was signed by Mr. Nurudin N. Mukhitdinov, Director General of the RCC Executive Committee.


From PostEurop the Memorandum was signed by Mr. Botond Szebeny, Secretary General of the PostEurop.
