International ICT Forum 2016 and 15/37/33rd joint meeting of the RCC Working Group on the work with ITU, RCC Infocommunications Commission and RCC Telecommunication and Infocommunication Operators Board.

International ICT Forum 2016 was held by the Regional Commonwealth in the field of Communications (RCC) and Huawei in Sanya, P.R.China on March 8 in scope of the 15/37/33rd joint meeting of the RCC Working Group on the work with ITU, RCC Infocommunications Commission and RCC Telecommunication and Infocommunication Operators Board.

International ICT Forum 2016 was held by the Regional Commonwealth in the field of Communications (RCC) and Huawei in Sanya, P.R.China on March 8 in scope of the 15/37/33rd joint meeting of the RCC Working Group on the work with ITU, RCC Infocommunications Commission and RCC Telecommunication and Infocommunication Operators Board.

The forum focused on actual topics such as National programs of ICT and fixed broadband development, mobile broadband development and Clouds, in order to discuss how ICT technologies may help to build a better connected world. About 150 RCC participants including the RCC Communications Administrations members, the RCC Telecommunication and Infocommunication Operators Board participants and ICT experts from the CIS countries attended the forum.

The forum has been opened by Mr. Nurudin N. Mukhitdinov, the RCC Executive Committee Director General, followed up with welcome speech of Mr. Orozobek Zh. Kaiykov, Head of the ITU Area Office for the CIS countries, and Mr. Dennis Zhang, Vice-President of Huawei CA&C Region.

Mr. Orozobek Zh. Kaiykov gave a keynote speech on the ITU Activities on Broadband.

Mr. Kevin Noonan, Ovum’s Lead Analyst, presented on How to Develop National ICT Services.

Ms. Lyaila Kenzhina from the RCC base organization – the National Infocommunication Holding “Zerde” - shared on Trends & Development Strategies of National ICT Programs in Kazakhstan.

Ms. Olga N. Fedoreyeva, Deputy Chairman of the RCC Infocommunications Commission, Deputy Head of the Telecommunication Department of the Ministry of Communications and Informatization of the Republic of Belarus, introduced the Fixed Broadband Development in the Republic of Belarus.

Mr. Kevin Zhang, President of Huawei Corporate Marketing Department, gave the keynote speech on Accelerating Digital Progress.

A panel discussion was held before the end of the forum that was attended by: Mr. Nurudin N. Mukhitdinov, Mr. Orozobek Zh. Kaiykov, Mr. Kevin Noonan, Mr. Anatoly N. Golomozin -  Deputy Head of the Federal Antimonopoly Service of the Russian Federation, as well as the Chairmen of the RCC working bodies:

- Chairman of the Working Group on work with ITU, Chief researcher of the Federal State Unitary Enterprise “Radio Research and Development Institute” (NIIR) Mr. Vladimir M. Minkin;

- Chairman of the RCC Infocommunications Commission, Deputy Director of the Department of radio frequencies and communication networks regulation of the Ministry of Telecom and Mass Communications of the Russian Federation Mr. Mikhail Yu. Bykovsky;

- Deputy Chairman of the RCC Telecommunication and Infocommunication Operators Board, General Director of Beltelecom RUE Mr. Sergei I. Sivodedov.

The world economy is being transformed into digital one. Infocommunication technologies have become a key element on the way to the digital economy.

This forum has become an open platform to discuss the important and actual topics on ICT development.

 

The 15/37/33rd joint meeting of the RCC Working Group on work with ITU, RCC Infocommunications Commission and the RCC Telecommunication and Infocommunication Operators Board took place on March 9-11, 2016 in Sanya, China.

The joint meeting was attended by representatives of the RCC Communications Administrations and communication/ICT operators from the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, Georgia, the Republic of Kazakhstan, Kyrgyz Republic, the Republic of Moldova, the Russian Federation, Turkmenistan and the RCC Executive Committee.

And the guests took part: the representatives of the Ministry of Economic Development of the Russian Federation, the Federal Antimonopoly Service of the Russian Federation, the Basic organization of states - participants of the CIS countries in the field of ICT - JSC “National Holding “Zerde”, Republican Production Unitary Enterprise “Precise electromechanical Plant” - project “Belintersat”, JSC “Republican Center of Space Communication”, JSC “Turkmen Hemrasy”.

The joint meeting was open by the RCC Executive Committee Director General Mr. Nurudin N. Mukhitdinov. He noted that the distinguishing feature of the meeting was carrying it out through videoconferencing using WebEx software. Greetings from the host party to the participants of the meeting appealed by the Director of Communications Solutions and Products of “Huawei Tech Investment Tashkent” LLC Mr. Reshat Boltaev.

The meeting was conducted by:

- Chairman of the Working Group on work with ITU, Chief researcher of the Federal State Unitary Enterprise “Radio Research and Development Institute” (NIIR) Mr. Vladimir M. Minkin;

- Chairman of the RCC Infocommunications Commission, Deputy Director of the Department of radio frequencies and communication networks regulation of the Ministry of Telecom and Mass Communications of the Russian Federation Mr. Mikhail Yu. Bykovsky;

- Deputy Chairman of the RCC Telecommunication and Infocommunication Operators Board, General Director of Beltelecom RUE Mr. Sergei I. Sivodedov.

At the joint meeting the composition of the RCC Telecommunication and Infocommunication Operators Board has been added by new members: Republican Production Unitary Enterprise “Precise electromechanical Plant” - project “Belintersat” (Republic of Belarus) in the status of a full member,  JSC “Republican Center of Space Communication” (Republic of Kazakhstan) and International Organization of Space Communications “Intersputnik” in the status of observers. The RCC Telecommunication and Infocommunication Operators Board’s participants reacted approvingly on the replenishment of the composition and on the direction on expansion of the Board. The issue on the accession of new members into the RCC Telecommunication and Infocommunication Operators Board will be considered at the next joint session of the 51/22nd Board of the RCC CAs Heads and the Coordination Council for Informatization of the CIS states attached to RCC (May 24-25, 2016, Dushanbe, Republic of Tajikistan).

During the meeting there were discussed the issues of preparation for the major international events of the International Telecommunication Union: World Telecommunication Standardization Assembly 2016 (WTSA-16), World Telecommunication Development Conference 2017 (WTDC-17) and the ITU Plenipotentiary Conference 2018 (PP-18).

There were heard the results of high-level meetings on the implementation (WSIS) of the  UN General Assembly decisions (December 14-15, 2015, New York, USA).

There were considered draft provisions on the procedure for the implementation of regional initiatives of the RCC participants’ countries adopted by the ITU, the RCC interaction with international and regional organizations and the RCC preparation to the highest forum of the ITU and UPU, as well as proposals into the List of ITU-T Recommendations approved on the alternative procedure to be translated into Russian language.

In accordance with the meeting agenda the following issues were also discussed by the participants:

  • On the realization of the Agreement on the implementation of inter-operator mutual settlements in the providing the international telecommunication services in the CIS states’  participants and the draft preparation of the Action Plan for its implementation.
  • On the development of the List of basic services of international telecommunications in order to eliminate the fact of double taxation;
  • On the proposals of the improvement of the interconnection and interoperability of telecommunications in the Russian Federation;
  • On the progress of the convergence of regulatory approaches in the telecommunications in the Eurasian Economic Union;
  • On cooperation in the development of the market of communication services and informatization based on the advanced technologies introduction and on the processes of standardization, certification and licensing improvement;
  • On the review results of the telephone services market of the RCC participants’ countries;
  • On the implemented approaches to ensure network neutrality including the OTT services definition, the formation of the rules of interaction between participants of the market, protection the interests of consumers and the state;
  • On the regulation of infrastructure sharing by the operators;
  • On the results of the meeting of the RCC Regional group at the ITU-T Study Group 3: “Economic and policy” and the preparatory work for the RCC Unified List on Standardization;
  • On improving the activity of the Working Group on Communication Networks Management under the RCC Infocommunications Commission;
  • On the activity of the Working Group on Information Security  of Interacting Communication networks under the RCC Telecommunication and Infommunication Operators Board;
  • Misappropriation and/or usage of resources, numbers and services including Calling Line Identification, the caller's number delivery and origin identification.
  • Smart cities as a main trend of modern development in the CIS and the world on the example of Cisco projects;
  • On the results of Phase I of the Road Map on implementation of the Principle of fair roaming;
  • Topic issues of the transfer of the NTIA coordinating role in the implementation of IANA functions.

In the framework of the RCC Telecommunication and Infocommunication Operators Board the Working Group on Satellite Technologies has been created. The 1st organizational meeting was carried out by the participants of the WG and the protocol was formed.

At the joint meeting it was heard the report of the Basic organization of states - participants of the CIS countries in the field of ICT the draft of the Plan of works of a basic organization of the CIS countries that will provide the methodological, organizational and technical support of works in the field of information and communication technologies for 2016;

  • Analysis of program documents of the CIS member states on the basis of the submitted data authorized by the state bodies as well as the public sources of information of the CIS members states;
  • The results of the Research and Development Work on the theme “Improving the system and structure of the Statistical Yearbook on the development of information and communication technologies of the RCC Communications Administrations” and the results of Regional monitoring of infocommunication development of the RCC participants’ countries.

Regularly during the RCC working bodies meetings there is considered the issue of the RCC 25th anniversary celebration.

The joint meeting was held in the working and constructive atmosphere. The working bodies leaders thanked the hosts - company “Huawei” - for good organization of the RCC activities and generous hospitality. The participants thanked the RCC Executive Committee for organizing and carrying out the joint meeting including videoconferencing.

The RCC Executive Committee representatives expressed gratitude to the participants of the 15/37/33rd joint meeting of the RCC Working Group on work with ITU, the RCC Infocommunications Commission and the RCC Telecommunication and Infocommunication Operators Board for active work.
