23 – 24 May 2012 in Moscow (Russian Federation) the 2nd meeting of the RCC Commission on regulation of the use of radiofrequency spectrum and satellite orbits was held.

Meeting of the RCC Commission on regulation of the use of radiofrequency spectrum and satellite orbits was chaired by the Chairman of the Commission Director General of the FSUI NIIR, Vladimir V. Butenko

 

At the opening of the Meeting the deputy Director of the Department of the International Cooperation of the Ministry of Telecom and Mass Communications of the Russian Federation, Viktor A. Strelets made a speech of welcome.

At the meeting took part representatives of the administration of communication RCC from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyz, Uzbekistan, Ukraine, Russia and RCC Executive Committee.

At a meeting of the RCC Commission summarized the work undertaken by the Commission and working groups on preparation and participation of the RCC CAs at the World Radiocommunicarion Conference (WRC) and Radiocommunication Assembly (RA) which held this year in January and February. It was noted that RCC CAs presented at WRC-12 more than 150 RCC Common Proposals on all the agenda items of the Conference, which found reflection in the Final Acts of the Conference, that decisions adopted by the WRC ensure the protection of the existing systems and development of new modern radiocommunication technologies in the RCC participants’ countries, that the RCC CAs representatives were actively involved in the process of preparation and during the Conference. Such positive results were achieved thanks to complex preparatory work, which was carried out in accordance with the Plan of RCC CAs preparations for World Radiocommunication Conference and Radiocommunication Assembly 2012. Communications administrations also set tasks on the preparation for the ITU forums 2015: World Radiocommunication Conference and Radiocommunication Assembly, the Plan of the RCC CAs preparations for WRC-15/RA-15 was approved.

The RCC Commission charged to the RCC CAs to prepare for the ITU Radiocommunication Assembly and ITU World Radiocommunication Conference 2015.  The participants approved the “Plan of the RCC CAs preparations for the ITU Radiocommunication Assembly and ITU World Radiocommunication Conference 2015”.

The participants of the meeting reports of managers and endorsed the activities of the working bodies, acting at the RCC Commission: Coordination Group of the digital broadcasting, Expert Group for the study of Use of frequency allocations of networks synchronous sound broadcasting  of the MW/LW ranges of the RCC participants countries, Expert Group for the development of the “Common table of frequencies distribution”, Expert Group for the study of topical proposals for the development of satellite communications.

The participants of the meeting considered an Agreement between the RCC CAs on coordination of the frequencies allocations previously used in common synchronous networks in the ranges 148,5-283,5 kHz 526,5-1606,5 kHz for its using in independent operation mode and modification of the Geneva-75 Plan. The Draft of the Plan aims at further development and will be presented at the next meeting of the Commission.

In order to optimize and improve the efficiency of the RCC Commission participants of the meeting decided to revise the existing structure of the Commission and approved a new structure of the Commission, consisting of three working bodies: Working Group on RCC CAs preparations for WRC-15 and RA-15, Working Group on broadcasting and Working Group on direction of use of the digital broadcasting. At the meeting were developed and approved the Regulation on the Working Groups. Chairman of Working Groups charged to prepare the work plans and submit them at the next meeting of the RCC Commission.

At the meeting was considered the proposals for the revision of the provisions of the RCC Commission, Regulations for Associated members of the Commission approved proposals for inclusion in the RCC list of activities 2013, held under the statutory activities, the participants exchanged experiences on the development of digital broadcasting and the regulation of the use of cognitive devices.
