On 25 - 26 February in Kiev on the basis of the Ukrainian State Centre of Radio Frequencies the 28th/34th joint meeting of the RCC Commission on Regulation of Frequency Spectrum Use and EMC of Radioelectronic Facilities and RCC Commission for Satellite Communication, TV and Sound Broadcasting was held. Representatives of Communications Administrations of the: Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Uzbekistan, Ukraine, representatives of ITU and the RCC Executive Committee took part in the meeting.
Participants of the meeting were acquainted with the decisions adopted by the RCC Board particularly related to their activities, and also heard reports of the Heads of the working and special groups operating under the Commissions.
The Commissions discussed the progress of preparation of fragments of the Common Table of Frequency Allocations in the band 29.7-3400 MHz on which basis the CTFA is formed. Commissions recommended RCC CAs to take into consideration in the National Tables of Frequency Allocations decisions of WRC-07 and information on the main use of the band 3400 MHz-22 GHz at the national level.
The special attention was paid to the questions of RCC CAs preparations for the World Radiocommunication Conference 2012. It was decided to approve the following documents: “Preliminary Position of the RCC CAs on the agenda items of WRC-12" and "RCC CAs Actions to be taken on the agenda items of WRC-12", and also to continue carrying out international coordination meetings on preparation for WRC-12.
Participants traditionally paid attention to the aspects of RCC CAs interaction in studying topical directions of satellite communication development. Head of the Experts Group informed the Commissions on a current state of satellite communication and sound broadcasting systems use in the RCC CAs countries. The Group was charged to prepare and submit for consideration of the next meeting of the Commissions information on prospective needs of the RCC participants’ countries in services of satellite fixed and broadcasting services systems, and also to prepare analysis of technical aspects of making the collective requirement based on possible consolidation of planned assignments and to submit it for consideration of the Commissions.
Participants of the meeting familiarized with experience in digital broadcasting implementation of CAs of the Azerbaijan Republic, Republic of Belarus, Russian Federation and Ukraine. The Action Plan of the Digital Broadcasting Coordinating Group was approved.
At the initiative of CA of Ukraine a question on redistribution of the radio-frequency resource of synchronous sound broadcasting networks of the former USSR in the range of long and medium waves was brought up. To study this question the Commissions decided to establish a Working Group and also to ask RCC CAs to give information on present use of 171 KHz, 549 KHz, 873 KHz radio frequencies.
The next meeting of the Commissions is planned for the beginning of September 2010 in Baku, Azerbaijan Republic.
