The joint meeting was attended by the representatives of the communications administrations: of the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, as well as the RCC Executive Committee.
Representatives of the ITU regional office for CIS countries, Conference of European Post and Telecommunications, the League of Arab States, the candidate for the post of Deputy Secretary-General of ITU from Burkina Faso, as well as candidates for the ITU Radio Regulations Committee from the RCC countries and Japan took part in the joint meeting as invited participants.
The meeting was chaired by the Chairman of the RCC Commission on international cooperation coordination Mr. Mikhail Mamonov.
The following issues were discussed at the joint meeting:
- Final stage of the RCC CAs preparation for the ITU Plenipotentiary Conference 2018 (PP-18);
- Interaction of the Regional Commonwealth in the field of Communication with international and regional organizations in order to prepare for the ITU and UPU Forums;
- Election of 2 representatives from the CIS region to the Group on capacity-building initiatives (GCBI).
- On the final stage of the RCC CAs preparations for the UPU Extraordinary Congress.
The result of the joint meeting of the CICC and the Working group on work with the ITU under the CICC was the approval of the texts of 29 Common proposals of the RCC CAs to the ITU Plenipotentiary Conference 2018. At the same time, the RCC Executive Committee was instructed to coordinate with the RCC CAs the Common proposals on PP-18 by September 15, 2018 and send the RCC CP to the ITU in accordance with the established procedure.
At the joint meeting were also supported and nominated the candidatures of 2 experts from the CA of Kyrgyz Republic and Russian Federation from the CIS region as members of the Group on capacity-building initiatives for the next 4-year period.
The participants of the meeting were presented to the RCC Commission on international cooperation coordination the position of the RCC participants' countries on issues of Agenda of the UPU Extraordinary Congress. The members of the RCC generally endorsed the general proposal for Reform of the Universal Postal Union, and the proposed in this case amendments to the Charter, General rules and Internal rules of Congress, under which the UPU would stay an intergovernmental organization and a specialized entity of the United Nations.
The RCC participants supported the general character proposal on the implementation of the updated Plan of Integration Products, which will serve as the financial, digital and economic integration of designated operators and to simplify the movement of goods through the postal network by implementing advance electronic information. The RCC participants also supported the general character proposal to work on the Payment Integration Plan (2019 – 2020).
The Chairman of the RCC Commission on international cooperation coordination Mr. Mikhail Mamonov summed up the results of the meeting, thanked all the participants of the joint meeting for the active work and adoption of constructive decisions.
On August 27, 2018, within the framework of the 35/23 joint meeting of the RCC Commission on international cooperation coordination and the 23rd meeting of the Working group on work with the ITU under the CICC, a bilateral meeting of representatives of the Regional Commonwealth in the field of communications delegation and the League of Arab States on issues of preparations for the 2018 ITU Plenipotentiary conference was held.
The following issues were discussed during the bilateral meeting:
- On the list of the RCC CP for the ITU Plenipotentiary conference 2018, considered at a joint meeting of the RCC Commission on international cooperation coordination and the Working group on work with the ITU under the CICC.
- Preparations for an informal interregional meeting on issues of preparations for the ITU Plenipotentiary conference 2018 (26-27 September in Riyadh, Saudi Arabia).
- The desirability of further consultations and exchange of views between regional organizations during the preparation and holding of the ITU Plenipotentiary conference 2018.
During the discussion, representatives of the League of Arab States asked specific questions on the RCC CP. Representatives of the RCC informed about the further procedure of approval of the RCC CP for sending them to the ITU Plenipotentiary conference 2018. At the same time, the issues of removing disagreements and identifying coordinators and co-coordinators of the RCC CP for the ITU Plenipotentiary conference 2018 were discussed.
It was discussed the possibility of creating the special groups in messengers to ensure interaction between coordinators and co-coordinators of the CP during the work of the ITU Plenipotentiary conference 2018.
On 28-29 August 2018 the ITU Regional seminar "National strategies for digital transformation" was held.
The seminar was devoted to topical issues:
- Strategy and programs of development of the digital economy;
- Creating an enabling environment for digital transformation;
- E-government infrastructure and services;
- Security and trust in the use of ICT.
The Director General of the RCC Executive Committee Mr. Nurudin N. Mukhitdinov made a report and presentation on the theme "Key challenges of digital transformation".
The workshop was intended for the representatives of Ministries and departments, regulatory bodies, telecommunications operators, higher and secondary educational institutions, telecom equipment manufacturers, research institutes, software developers and other interested organizations of Member States, sector Members and Associated ITU Members from CIS region.
On August 28-29, 2018, a Workshop on the development of regional cooperation in the framework of the regional program "Digital CASA" was held.
The workshop was attended by the representatives of Kyrgyzstan, Uzbekistan and Afghanistan, as well as experts from the United Nations development Program (UNDP) and the International Finance Corporation (IFC).
The workshop was attended by the heads of the ITU Regional office for the CIS countries and the Regional Commonwealth in the field of communications as experts.
The Director General of the RCC Executive Committee Mr. Nurudin N. Mukhitdinov took the active participation in the framework of the panel discussion. In his speech, he noted the importance of the activities of the working bodies of the RCC: the High-level Working group, the RCC Infocommunications Commission, the Telecommunication and Infocommunications Board in the digital transformation of our region.
