Joint session of the 51-st Board of Heads of Communications Administrations of the Regional commonwealth in the field of communications (RCC Board) and 22-nd Coordination Council for Informatization of CIS member-states attached to RCC (Coordination Council).

24 May 2016 in Dushanbe (Republic of Tajikistan) was held a joint session of the 51-st Board of Communications Administrations Heads of the Regional commonwealth in the field of communications (RCC Board) and 22-nd Coordination Council for Informatization of CIS member-states attached to RCC (Coordination Council).

The meeting was attended by delegations of the RCC full members - Communications Administrations (CA) of the Republic of Azerbaijan, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, and RCC observers: Republic of Latvia, International Organization of Space Communications “Intersputnik”, IGO “EUTELSAT” and the Islamic Republic of Afghanistan.

   The meeting was also attended by experts of the RCC communications administrations, heads of relevant RCC working bodies, representatives of the CIS basic organization in the field of ICT, the largest telecommunications operators, equipment manufacturers and software developers, heads of research organizations, communications universities and ICT, RCC Executive Committee and representatives of the media.

The meeting was conducted by the Chairman of the RCC Board and Coordination Council, Minister of Telecom and Mass Communications of the Russian Federation Mr. N. Nikiforov.

The participants were welcomed by the following representatives:

- from the Government of the Republic of Tajikistan requested the Deputy Prime Minister of the Republic of Tajikistan Mr. Zokirzoda Mahmadtoir Zoir;

- from the Universal Postal Union (UPU) - Director General of the UPU International Bureau Mr. Bishar Abdirahman Hussein;

- from the International Telecommunication Union (ITU) - Program Coordinator of the ITU Area Office for the CIS member-states Mr. Farid Nakhli;

- From the CIS Interparliamentary Assembly - Deputy Secretary General of the IPA CIS Council Mr. Ibod Rakhimov.

The ceremonial awarding by the Order of the "Commonwealth" for the Chairman of the RCC Board Mr. N. Nikiforov and Director General of the RCC Executive Committee Mr. N. Mukhitdinov. The awarding was held at the request of the Chairman of the IPA CIS Council, The Chairman of the Federation Council of the Federal Assembly of the Russian Federation Ms. V. Matvienko.

The participants were presented the report of the Director General of the RCC Executive Committee, Mr. N. Mukhitdinov on the main results of the work of the RCC for over a 25 year period and there have been approved the strategic directions of the RCC activities for 2017-2022.

It has become a good tradition in the RCC admission of new members. The joint session unanimously accepted:

- The Ministry of Communications and Information Technologies of the Islamic Republic of Afghanistan in the RCC as an observer;

- Company «Iridium» of the RCC Commission on regulation of the use of radio frequency spectrum and satellite orbits, as an observer;

- Republican Unitary Enterprise "Project "Belintersat" in the RCC Telecommunication and Infocommunication Operators Board as a full member;

- JSC "National Center for Space Communications", "Afghantelecom", "Svyazinformservis" in the RCC Telecommunication and Infocommunication Operators Board as observers.

The meeting heard the report of the Chairman of RCC Commission of regulation of the use of radio frequency spectrum and satellite orbits “On the key events in the field of regulation of the use of radio frequency spectrum and satellite orbits and the results achieved”, also there were discussed the results of the participation of the RCC communications administrations in the ITU Radiocommunication Assembly 2015 (RA-15), ITU World Radiocommunication Conference 2015 (WRC-15). Due to the significant organizational and technical work carried out by the RCC Commission on regulation of the use of radio frequency spectrum and satellite orbits, and the RCC Commission for International Cooperation Coordination together with the RCC communications administrations and RCC Executive Committee, the RCC proposals were reflected in the Final Acts of WRC-15, and representatives from RCC were included in the management of conference and working bodies of ITU-R. There was approved the Plan of RCC CAs preparations for Radiocommunication Assembly and World Radiocommunication Conference 2019.

The participants heard the results of the third meeting of the High Level Working Group on the Development of Information Society (HLWG for Development of Information Society) of the RCC participants’ countries. As part of this issue there was approved the Provision on the HLWG on the development of the information society and was approved the HLWG work plan for 2016-2017.

The participants heard the report of the Chairman of the RCC Commission on infocommunications. As a result of report there was approved the draft decision prepared by the RCC Executive Committee in the issue on implementation of the agreement on the terms of the inter-operator settlements in the provision of international telecommunication services in the RCC participants’ countries taking into account proposals made by the Administration of the Kyrgyz Republic.

Also, the participants heard the report of the Chairman of the RCC Commission for International Cooperation Coordination for 2011 - 2016, and the report of the RCC Telecommunication and Infocommunication Operators Board for 2011-2016.

The participants of the meeting were informed about the preparation of the RCC to the 26-th Congress of the Universal Postal Union (UPU) of the World Standardization Assembly ITU Radio 2016 (WTSA-16) and the World Telecommunication Development Conference of the ITU in 2017 (WTDC-17) in the course of which the RCC Communications Administrations have prepared Common Proposals.

Participants of the meeting discussed the implementation of the next stage of Strategy of cooperation of the CIS member-states in the construction and development of the information society and the Action Plan for its implementation for 2015 and defined goals, objectives, principles and main directions of cooperation of the CIS member-states in the issue of development of the information society for 2025. There was continued consideration of the formation of the Internet transboundary space of trust in the CIS member-states, and confirmed the need for further progress, developed within the RCC approach in the creation of transboundary space of trust in other international formats. There were approved concrete directions of interaction between the IPA and the RCC in establishing of the legal framework of ICT development and building of the information society in the RCC participants' countries

The participants paid great attention to the discussion of a large amount of issues relating to the internal activities of the Commonwealth: changes and additions to the RCC regulatory documents, heard the report on the RCC Executive Committee activity for the past period, as well as approved the members of the RCC Inspection Commission for the next year.

In the frameworks of the session there was held the Signing Ceremony (1st phase) of the Program of Cooperation in the field of postal communication between Regional Commonwealth in the field of Communications (RCC) and Pan African Postal Union (PAPU) for 2017-2020. The 2nd phase of the signing is scheduled for July 2016 in Yaoundé, Cameroon, in the frameworks of the 9th PAPU Plenipotentiary Ordinary Conference.

For active work on strengthening and development of the Regional Commonwealth in the field of communications, and in connection with the 25-th anniversary of the RCC Board has decided to award orders, medals, a Certificates of Honour to the RCC Communications Administrations representatives, operators, RCC Executive Committee and other organizations. There was held the ceremony of awarding by the RCC Diplomas for the RCC participants and veterans of the communications industry.

The Deputy Chairman of the Board of the RCC was appointed head of the Communications Administration of the Republic of Kazakhstan, Minister of Information and Communications of the Republic of Kazakhstan Mr. Dauren Abaev, for the period from 1-st January 2017 to 31-st December 2017.

The Deputy Chairman of the Coordination Council of the CIS member-states for Informatization attached to the RCC was appointed head of the Communications Administration of the Republic of Uzbekistan, Minister for Development of Information Technologies and Communications of the Republic of Uzbekistan Mr. Khurshid Mirzakhidov, for the period from 1-st January 2017 to 31-st December 2017.

The next joint session of the 52-nd RCC Board and 23-rd Coordination Council of the CIS member-states for Informatization attached to the RCC will be held in the Republic of Belarus.

In conclusion, the participants of the meeting expressed their gratitude to the Communications Service of the Government of the Republic of Tajikistan for the warm welcome as well as the RCC Executive Committee for excellent organization of the joint session of the RCC Board and Coordination Council.
