June 4-8, 2018, Baku, Republic of Azerbaijan, The 13th meeting of the RCC Commission on regulation of the use of radio frequency spectrum and satellite orbits and its Working groups was held.

Meeting of the RCC Commission on RFS and SO was chaired by the Chairman of the Commission, the Director General of the FSUE NIIR Mr. Vladimir Butenko (Russian Federation).

Deputy Minister of Transport, communications and high technologies of the Republic of Azerbaijan Mr. Elmir Tofig oglu Velizade addressed to the participants of the meeting with a welcoming speech. He wished the participants fruitful work and stressed that the holding of such an important international event in the Republic of Azerbaijan will allow all the RCC participants countries to prepare for the forums of the International Telecommunication Union (ITU) in 2018-2019 at a high scientific and technical level.

The meeting was attended by representatives of Communication administrations from Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Turkmenistan, Uzbekistan, as well as representatives of The international Amateur Radio Union of District 1 (IARU-R1), companies "Inmarsat", "Viasat, Inc.", "OneWeb" and the RCC Executive Committee.

At the meeting of the RCC Commission, topical issues of radio communication and broadcasting were considered, the reports of the Working group on radio broadcasting, the Working group on radio frequency spectrum management and the Working group on preparation for the world Radiocommunication conference and the Radiocommunication Assembly of 2019 were approved.

The RCC Commission on RFS and SO approved a new version of the preliminary position of the RCC CAs on the agenda items of the World Radiocommunication Conference 2019.

In the framework of its competence, the RCC Commission on RFS and SO considered the draft Common proposals of the RCC CAs work at the ITU Plenipotentiary Conference 2018.

The RCC Commission on RFS and SO decided to invite the Board of the RCC CAs heads to consider the organization of work on the search for additional channels to the plan of digital terrestrial television broadcasting Geneva-06 in the radio frequency band 470-694 MHz to compensate for the loss of radio spectrum associated with the possible release of radio frequency band 694-790 MHz from the RES of the radio broadcasting service in order to implement the RES of land mobile service.

The RCC Commission on RFS and SO approved and recommended the RCC CAs to use in their work of the following documents:

- Report "Study of the possibility and prospects of introduction of new systems of digital audio and multimedia broadcasting in radio frequency bands above 30 MHz, part 1", frequency band 174-230 MHz;

- Report "On the prospective use of radio frequency bands in cellular communication technologies in the RCC participants countries”;

- Principles for the development of a "Common frequency distribution table for RCC countries".

The next meeting of the RCC Commission is scheduled for the second half of 2018.

In conclusion, the participants expressed their gratitude to the Communication Administration of the Republic of Azerbaijan for the warm welcome and excellent organization of the meeting of the RCC Commission on RFS and SO and its Working groups.
