The session was attended by the delegations of full-fledged members of the RCC - the communications administrations of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan and the observers of the RCC - the Republic of Latvia, International organization of satellite communications «Intersputnik», Intergovernmental Organization Satellite communication EUTELSAT.
As the invited participants there were the heads of the CIS Executive Committee, the International Telecommunication Union (ITU), the Universal Postal Union (UPU), the Postal Union of the Americas, Spain and Portugal, the Pan African Postal Union, ICANN, RIPE NCC, Global mobile Suppliers Association (GSA), the International Telecommunications Academy, the Headquarter for joint investigations of violations of the antimonopoly legislation of the CIS member states under the Interstate Council for Antimonopoly Policy (ICAP), the Regulatory Commission Public services of the Republic of Armenia, the International Association of Trade Unions of Communications Workers.
The joint session of the Board of RCC CAs Heads and Coordination Council took place in parallel with the opening of the 24-th International Specialized Forum on Telecommunications, Information and Banking Technologies "TIBO-2017".
The meeting was chaired by the Chairman of the Board of RCC CAs Heads and Coordination Council, the Minister of Communications and Mass Media of the Russian Federation Mr. N. Nikiforov.
The participants were welcomed on behalf of the Government of the Republic of Belarus the Deputy Prime Minister Mr. V.Zharko and the Chairman of the Executive Committee - Executive Secretary of the CIS Mr. S. Lebedev.
The participants of the meeting unanimously adopted the International satellite communication operator "Inmarsat" to the Board of the RCC CAs Heads, the RCC Commission for the Coordination of International Cooperation and to the RCC Commission on Regulation of the use of the Radiofrequency Spectrum and Satellite Orbits as an observer. Also as an observer to the RCC Commission on Regulation of the use of the Radiofrequency Spectrum and Satellite Orbits there was admitted the Global mobile Suppliers Association (GSA). The RIPE NCC company was admitted to the RCC Operators Board of Telecommunications and Infocommunications as an associated member.
During the meeting, there were heard the results of the participation of the RCC Communications Administrations in the work of the World Telecommunication Standardization Assembly - 2016, the 26-th Congress of the Universal Postal Union. Due to the great organizational and technical work carried out by the RCC working bodies in conjunction with the RCC Communications Administrations and the RCC Executive Committee, most RCC proposals are reflected in the Final Acts of WTSA-16 and the UPU Congress. The meeting reviewed the progress in the preparation of the RCC CAs for the 2017 World Telecommunication Development Conference, Plenipotentiary Conference 2018, the World Radiocommunication Conference and the Radiocommunication Assembly 2019.
The participants discussed the issue of the formation and use of information resources. They were informed about the results of the first meeting of the Group of Experts on the International Telecommunication Regulations and preparations for the next meeting.
There was approved The Regional Postal Development Plan for 2017-2020 for the Europe and Central Asia Region "Postal Networks - Participants in the Process of Social and Economic Development" and the related strategy of action, approved by the International Bureau of the Universal Postal Union.
Based on the results of consideration of the issue of cooperation between the RCC and international and regional organizations, there were signed two Memorandums of Understanding with the International Public Organization "International Public Telecommunication Academy" and with the Interstate Council on Antimonopoly Policy.
The participants of the meeting took part in the opening ceremony of the 24-th International Specialized Forum on Telecommunications, Information and Banking Technologies "TIBO-2017".
There were discussed the issues on the implementation of the Sustainable Development Goals in the RCC participants' countries, on the development of proposals on the basics and implementation mechanisms for the formation of the digital market of the RCC participants' countries, on the results of the regional monitoring of the infocommunication development of the RCC participants' countries following the results of 2015. There was also reviewed the the Action Plan for the implementation of the third stage (2016-2020) of the Strategy for the Economic Development of the Commonwealth of Independent States for the period until 2020.
A large amount of issues was devoted to the internal activities of the Commonwealth. The participants of the meeting adopted changes and additions to the RCC constituent documents, the was heard a report on the activities of the RCC Executive Committee for the past period and the Inspection Commission, there were also elected the Deputy Chairmen of the Board of RCC CAs Heads, the Coordination Council and the Deputy Director General of the RCC Executive Committee, approved the management of the RCC working bodies, Inspection Commission for the next period.
As Deputy Directors General of the Executive Committee of the RCC there were elected Ms. Natalia Zorya (Russian Federation) and Mr. Almazbek Kadyrkulov (Kyrgyz Republic).
As a Deputy Chairman of the Board of RCC CAs Heads there was appointed the head of the Communications Administration of the Kyrgyz Republic, Chairman of the State Committee for Information Technologies and Communications of the Kyrgyz Republic Mr. Bakyt Sharshembiev for the period from January 1, 2018 to December 31, 2018.
As a Deputy Chairman of the Coordination Council of the CIS Member States for Informatization attached to RCC there was appointed the head of the Communication Administration of the Republic of Armenia, the Minister of Transport, Communications and Information Technologies of the Republic of Armenia Mr. Vagan Martirosyan for the period from January 1, 2018 to December 31, 2018.
In addition, the meeting was attended by numerous experts of telecommunications operators and telecommunications producers: RUE Beltelecom (Republic of Belarus), PJSC Rostelecom (Russian Federation), PJSC Megafon (Russian Federation), PJSC Vympelcom (Russian Federation), Mobile TeleSystems PJSC (Russian Federation), Morsvyazsputnik (Russian Federation), Kazakhtelecom JSC (Republic of Kazakhstan), Uzbektelecom JSC (Republic of Uzbekistan), FOPTNET Company (Georgia), Iskratel company (Republic of Slovenia), as well as experts of scientific and project organizations in the field of communications: Educational institutions "Belarusian State Communication Academy", OJSC "Giprosvyaz" (Republic of Belarus), NIRUP "Institute of Applied Program Systems" (Republic of Belarus), Federal State Unitary Enterprise "Scientific and Research Institute of Radio" (Russian Federation), Moscow Technical University of Communications and Informatics (Russian Federation), Inha University in Tashkent (Republic of Uzbekistan).
In conclusion, the participants of the session expressed their gratitude to the Government and the Ministry of Communications and Informatization of the Republic of Belarus for the excellent organization of the joint meeting of the RCC Board and the Coordination Council.
