The 1st meeting of the Working group on preparations for the 26th UPU Congress

January 26, 2016. in Moscow, the Russian Federation was the 1st meeting of the Working group on preparations for the 26th UPU Congress.

  The meeting was attended by representatives of the RCC Communications Administrations: the Republic of Azerbaijan, the Russian Federation, the Republic of Uzbekistan, Federal Communications Agency (ROSSVYAZ), FSUE "Russian Post" and the RCC Executive Committee. A remarkable thing of the postal sector activities was holding the meeting in video conference format (VC). The meeting in Moscow through VC joined the RCC specialists from: the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Moldova and the specialists of "Haypost", "Belpochta", "Kazpost", "Posta Moldovei".
  The greeting speech to the participants was made by the RCC Executive Committee Director General Mr. Nurudeen N. Mukhitdinov.

  On behalf of the Communications Administration Russian Federation to the participants of the meeting were greeted by the Deputy Director, International Cooperation Department, Ministry of Telecom and Mass Communications Mr. Kirill V. Oparin.
  The Chairman of the Working Group on preparations for the 26th UPU Congress was elected Mrs. Tatiana G. Chekashkina – The Head of Postal Technologies and Services Department of the Ministry of Development of Information Technologies and Communications of the Republic of Uzbekistan 
  The Vice-Chairmen of the Working Group were elected:
  Mrs. Olga I. Zhitnikova - Head of the International Relations Department of FSUE "Russian Post" and Mr. Novruz Gulu oglu Mammadov - Head of Postal Sector, Ministry of Communications and High Technologies of the Republic of Azerbaijan.

The agenda included the following topical issues:

  • on outcomes of the meeting of the Reform the Union Project Group of the UPU
    (Jan. 13-15, 2016 Bern, Switzerland );
  • on draft Common Proposals of the RCC Communications Administrations for the
    26th UPU Congress;
  • on cooperation and coordination with other regional organizations during the
    26th Congress preparation;
  • on member state nomination as a candidate to the Council of Administration and Postal Operations Council of the UPU, as well as nominations for the 26th UPU Congress leadership;
  • on nomination of the Russian Federation as the Chairman of the World Association
    of the Development of Philately (“WADP”);
  • empowerment during the period of preparation and holding of the 26th UPU Congress, as well as it required the delegation of authorities to other countries.

  For consideration there were submitted 110 proposals made by 7 RCC Communications Administrations for the formation of Common Proposals that will be issued in the form of the RCC Contributions. Some of them have been adopted unanimously at first reading. The others were sent for further study and revision. As the result, it was decided to continue the work
on consideration of the Common proposals after the outcomes of the joint session of the Council of Administration and Postal Operations Council, that takes place on February 8-26th 2016 in Bern, Switzerland.
  In conclusion the participants expressed their gratitude to the Russian Federation Communications Administration and the RCC Executive Committee for the excellent preparation and the meeting terms in Moscow.
