Prior to the RCC Board session, the meeting of delegations of the Regional Commonwealth in the field of Communications (RCC) headed by the Chairman of the RCC Board, the Minister of Telecom and Mass Communications of the Russian Federation Igor O. Schegolev with Prime Minister of the Republic of Armenia Tigran S. Sarkisyan was held.
The meeting was attended by delegations from the RCC full members - Communications Administrations (CAs) of the Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan, Ukraine and RCC observers - CAs of the Republic of Bulgaria, Republic of Latvia, Republic of Lithuania, Republic of Slovenia, IOSC «Intersputnik», as well as the guests from the International Telecommunication Union (ITU), CIS Executive Committee, European Conference of Postal and Telecommunications Administrations (CEPT).
Chairman of the RCC Board, the Minister of Telecom and Mass Communications of the Russian Federation Igor O. Shchegolev chaired the meeting.
Minister of Transport and Communication of the Republic of Armenia Manuk R. Vardanyan welcomed all the meeting participants and expressed his confidence that adopted decisions will serve to further strengthening of mutually beneficial cooperation between the RCC participants' countries.
Director of the Telecommunication Development Bureau of the International Telecommunication Union Brahima Sanou greeted the participants of the meeting.
RCC Board opened its work with the discussion of the RCC Communications Administrations preparation for the World Radiocommunication Conference (WRC) and Radiocommunication Assembly (RA) of the International Telecommunication Union (ITU), which will take place in January-February 2012. RCC Board adopted the RCC Common Proposals for WRC-12, agreed on nominations from the RCC participants' countries to the leading positions of the Conference and charged the responsible RCC working bodies to continue preparations for these important ITU forums.
In the postal issues bloc the issue of the preparation for the Regional Round table on the future strategy in the field of postal communications, aimed at the preparation for the 25th Congress of the Universal Postal Union (UPU) and the development of possible scenarios for the postal sector development for the period up to 2016. The final documents of the Regional Round table will be sent to the UPU International Bureau for inclusion in the materials of the future UPU Congress.
RCC Board participants approved the «Agreement on the organization of publishing postage stamps issues on the RCC subject», which will promote the development of philately in the Commonwealth countries. The RCC Postal Commission and RCC Postal Operators Boards were charged to provide monitoring of the philatelic market in order to ensure the compliance the national laws in the field of postage stamps issue and to counter the illicit production of postage stamps for the organization of protection of the appropriate products in the RCC participants' countries.
RCC Board paid much attention to training personnel for work in international organizations in the field of communications. In order to ensure the organizational and preparatory base, the RCC Board approved the Concept and the Program of human resource development for work in international and regional organizations in the field of communications, which will form the basis for courses of communications specialists training.
A number of communications industry development and expand cooperation among the RCC Communications Administrations issues was considered. Thus, in the discussion of satellite communications, the proposal on the establishment in Russia the satellite high-speed access to information networks, to which other interested communications administrations can join, was presented.
RCC Board approved the «Order of interaction of the operational and technical management of telecommunication networks on international direction units». The present document will become fundamental in networks organization on the international principles. Its purpose is to ensure the cooperation between national systems of operational and technical management of telecommunication networks on international directions of the CIS countries at the level of the communications operators Management Centers (MC). The transition of the telecommunications operators of the CIS countries at the operational and technical cooperation in accordance with this document is carried out after the signing by national operators the relevant bilateral agreement.
Much attention was paid to the regulation of roaming tariffs in the CIS countries. The Board considered the international experience of the operator's activity regulation of in the part of tariff regulation and regulation of roaming services, as well as discuss the information of the RCC national regulatory authorities on the regulation of roaming tariffs for mobile services in the Commonwealth countries. The Board's participants recognize the need to increase the level of openness, transparency and non-discriminatory establishment of the rules and procedures for telecommunications regulation. It is necessary to set as the goals and principles of the industry regulation to create the most favorable conditions for competition development. The Board decided to establish a Working Group, involving members of the RCC Telecommunication Commission, RCC Telecommunication Operators Board, Commission for Coordination of Communication Regulatory Bodies Activities in RCC and other experts in order to develop the recommendations on roaming tariffs regulation for mobile services in the RCC participants' countries.
The RCC Telecommunication Operators Board composition replenished with new members - CJSC «Nec Neva Communications Systems» (Russian Federation), CJSC «A. Rustel» (Russian Federation) and«Iskratel Ltd»(Republic of Slovenia), which are admitted to the RCC Telecommunication Board as an observer.
The main results of a number of the RCC working bodies activity were heard and discussed - RCC Commission on Regulation of Frequency Spectrum Use and EMC of Radioeletronic Facilities and RCC Commission for Satellite Communication, TV and Sound Broadcasting, the RCC Commission on the Economy of Communications, Commission the Commission for Information Security under the CCI. The Board endorsed the work done of these working bodies, and also took the decisions on the optimization of their structure.
In particular, the Board supported the proposal of the Chairman of the RCC Commission on EMC of Radioeletronic Facilities on the reasonability of establishing on the basis of the RCC Commissions on EMC REF and Broadcasting, which work together for over 15 years, a single working body - the RCC Commission on Regulation of Frequency Spectrum Use and Satellite Orbits. In this regard the Commission and the RCC Executive Committee were charged to prepare a draft of new Regulation on new Commission and to develop a mechanism of involvement in the work of the new Commission the representatives of organizations, companies, research institutions as associate members with deliberative vote that will allow expanding the scope of the Commission activity.
In considering the issue on the report on the RCC Commission on the Economy of Communications and Commission for Information Security under the CCI activity, it was decided to charge RCC Commission for Information Security under the CCI and RCC Human Resources Development Commission to include to the Concept of human resource development for work in international organizations in the field of communications the issue on the preparation of personnel in the field of information security, to organize the preparation of specific recommendations on the cybersecurity issues and the list of universities (from CIS and other countries), providing specialists training in the field of information security and make this information available on the RCC web-site.
The Board charged the Commission for Information Security under the CCI to intensify the joint work with the ITU Study Group 17 on cybersecurity for solving information security ensuring issues in the RCC participants' countries.
It was recommended to the RCC CAs to study issue on the development of a resource which will allow to all RCC working bodies participants to communicate in the mode of on-line (videoconference).
Continuing the discussion on improving the RCC working bodies' activity issue, the Board approved the status of the RCC Operators Board members and approved the Methods of calculation of the membership contributions of the RCC participants funding expenses of the Regional Commonwealth in the field of Communications.
The participants of the meeting discussed other issues relating to the internal activity of the Commonwealth.
The Report on the RCC Executive Committee work for the period of 2010 was endorsed.
The Board heard the information on the progress of preparation for celebrating of the 20th anniversary of the RCC establishment.
It was decided to hold the next 45th jubilee meeting of the RCC Board in IV quarter of 2011.
Within the RCC Board frameworks the signing the Agreement between the Ministry of Telecom and Mass Communications of the Russian Federation and the Ministry of Communication and Information of the Republic of Kazakhstan on the use of frequency resource of the orbital position 86,5 EL was organized.
The ceremony of special stamps and first day envelopes cancellation, which were issued by the CA of the Republic of Armenia in honor of the 20th anniversary of the RCC establishment, and the joint stamps issues of the CA of the Republic of Armenia – CA of the Republic of Belarus, CA of the Republic of Armenia – CA of the Russian Federation was organized.
In conclusion, the meeting participants expressed gratitude to the Government and Communications Administration of the Republic of Armenia for the warm reception and organization of the RCC Board meeting.
