In the session took part the members of the CIS - RCC IPA Council of Experts as well as the experts from the CIS - IPA and RCC and who represented the Republic of Azerbaijan, the Republic of Belarus, Republic of Kazakhstan, the Russian Federation.
The session was opened and conducted by of the CIS - RCC IPA Council of Experts Chairman – Mr. Oleg B Pak who is the Deputy Minister of communications and mass media of the Russian Federation.
The participants were greated by the Acting Head of the Secretariat of the Interparliamentary Assembly of States - participants of the CIS Sergey Kurdin and by the member of the Council of Experts, the General Director of the Executive Committee of the Regional Commonwealth in the field of Communication Nurudin Mukhitdinov.
The participants of the CIS - RCC IPA Council of Experts session were submitted the following projects of model legislation acts: ”Innovative Code for CIS state-members”, “Act on e-government”, “Act on transboundary information exchange of electronic documents”, “Act on interstate mailing exchange of special communication”.
At the same time of the session were approved the RCC proposals for inclusion in the Perspective plan of model law in CIS 2016-2020 the development of model laws: “On electronic notary on the base of service of Trusted Third Parties” and “On the development of information Society”, as well as the preparation of recommendations for use of monitoring of infocommunication development for CIS member-states.
Noting the relevance of legislative regulation of the activity on interstate mailing exchange of special communication for each CIS state-member, the members of Council of Experts decided to consider the project of the model law “On interstate mailing exchange of special communication” on the joint 38/27 session of the RCC Commission on postal communication and the RCC postal communication operators Board. (18-19 November, Moscow, Russian Federation)
During the meeting were also presented the following analytic reports:
- On new legal acts developed by CIS – IPA
- On recommendations on use of the monitoring of infocommunication development for CIS state-members
- On evolution of information security problems
In the conclusion the participants noted that the wide range of represented for consideration topical legal documents is the logical confirmation of fruitful work carried by Interparliament Assembly and Regional Commonwealth in the field of Communication.
The regular session of the CIS - RCC IPA Council of Experts was considered to be held in October-November 2015 in Moscow.
