The delegations of the full members of the RCC – communications administration (CAs) of the Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine and RCC observers – CAs of the Republic of Bulgaria, Republic of Latvia, Republic of Lithuania, Republic of Slovenia, IOSC “Intersputnik” and also guests from International Telecommunication Union (ITU) and National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova took part at the session.
The session was chaired by the Chairman of the RCC Board, the Minister of Telecom and Mass Communications of the Russian Federation Mr. Nikolay A. Nikiforov and Minister of Communication of Turkmenistan Mr. Bayramgeldy O. Ovezov.
The speech of welcome on behalf of the President of Turkmenistan Mr. Gurbanguly M. Berdymukhamedov was read by the Minister of Communication of Turkmenistan Mr. Bayramgeldy O. Ovezov.
The speech of welcome of the ITU Secretary General Dr. Hamadoun Touré was made by the Head of the ITU Area office for the CIS countries in Moscow Mr. Orozobek Zh. Kaiykov.
RCC Board opened its work with the discussion of the events, carried out in the RCC participants’ countries, contributing to development of further cooperation of the states in the field of communications and informatization. Taking into account that 2012 was proclaimed by the Heads of the CIS States as the year of communications and informatization, it was recommended to continue the practice of carrying out the regular meetings on the experience sharing, establishing of new contacts and development of common approaches to solving the existing tasks in the field of communications and informatization, to carry out the national and international forums, exhibitions and other events, showing the further innovative ICT industry development.
Participants of the session summarized the results of the work of the RCC communications administrations on the preparation and participation at World Radiocommunication Conference (WRC) and Radiocommunication Assembly (RA), which were held in January-February 2012. It was noted that RCC CAs presented at WRC-12 more than 150 RCC Common Proposals on all the agenda items of the Conference, which found reflection in the Final Acts of the Conference, that decisions adopted by the WRC ensure the protection of the existing systems and development of new modern radiocommunication technologies in the RCC participants’ countries, that the RCC CAs representatives were actively involved in the process of preparation and during the Conference. Such positive results were achieved thanks to complex preparatory work, which was carried out in accordance with the Plan of RCC CAs preparations for World Radiocommunication Conference and Radiocommunication Assembly 2012. Communications administrations also set tasks on the preparation for the ITU forums 2015: World Radiocommunication Conference and Radiocommunication Assembly, the Plan of the RCC CAs preparations for WRC-15/RA-15 was approved.
In the section of issues, devoted to the RCC CAs preparations for international forums, the participants of the session discussed the preparation for ITU World Telecommunication Standardization Assembly 2012 (WTSA-12), ITU World Conference on International Telecommunication 2012 (WCIT-12), 25th UPU Congress.
RCC preparation for these forums is carried out on the basis of all-round discussion at the meetings of the specialized RCC working bodies, proposals of communications administrations of the Commonwealth participants on the agendas’ items of the Conferences, which eventually with the support of the RCC CAs will be presented as the RCC Common Proposals.
The work on the preparation to the forthcoming in 2012 the ITU World Telecommunication Standardization Assembly and World Conference on International Telecommunication is carried out in accordance with the Plans of preparation approved by the 43rd session of the RCC Board. The main attention put to the issues of the International Telecommunications Regulations (ITRs) revision and preparation of the draft RCC Common Proposals on the ITRs revision.
Work on the preparation for the 25th UPU Congress is carried out in accordance with the Plan of actions. RCC communications administrations were recommended to take measures on the provision of solving the financial problems with the UPU International Bureau and an appropriate issuing the credentials of their delegations for receiving the guaranteed right to vote at the Congress.
In considering the tasks of the use of radiofrequency spectrum in the RCC participants’ countries, RCC Board endorsed the “Common table of frequencies distribution of the RCC participants’ countries”, RCC CAs works on coordination of the frequencies allocations for its using in independent operation mode and recommended to the RCC participants develop the national plans of using by the radio services the frequency band 470-862 MHz with the estimation of the consequences of the possible using of the parts of this frequency band by the terrestrial mobile service.
Deputy Minster of Communication of Turkmenistan Mr. Annadovlet N. Mukhammedov presented the main directions of communication industry work in Turkmenistan, paid attention to solving the topical issues of bridging the digital gap, broadband access, new technologies and services at the telecommunication networks in Turkmenistan implementation.
RCC Board paid much attention to the issues of the regulation the roaming tariffs in the CIS participants’ countries. The “Declaration on mutual understanding of the RCC participants on the principles of interoperators mutual settlements rates formation for mobile communication services” was endorsed. Recognizing the necessity of improvement the openness, transparency and non-discrimination level of rules and procedures of telecommunication regulation, the Board charged to the RCC Working group on tariff policy issues to continue the work on unification of interoperators tariffs for completion of international calls.
Results of activity of several RCC working bodies – Commission for Coordination of Communication Regulatory Bodies Activities in RCC, RCC Postal Commission and RCC Postal Operators Board were heard. The proposals on the further organization of the work of these working bodies were discussed.
Continuing the discussion of an issue on the improvement of the RCC working bodies, the RCC Board admitted to the RCC Telecommunication Operators Board new members: LLC “Nokia Siemens Network” (Russian Federation) and FSUE “Moscow City Broadcasting Network” (Russian Federation), made proposals on changing and addition into the RCC Regulations. It was charged to the Working group on the revision of the RCC statutory documents to continue the work on the unification of the RCC statutory documents.
Participants of the session discussed issues concerning the internal activity of the Commonwealth.
It was decided to hold the joint 47th session of the RCC Board and 18th session of the Coordination Council of the CIS member states for Informatization attached to RCC in the Azerbaijan Republic in 1st decade of November 2012.
In conclusion, the participants of the session adopted the Appeal to the President of Turkmenistan Mr. G.M. Berdymukhamedov, expressed gratitude to the Government and Communications Administration of Turkmenistan for the warm reception and organization of the RCC Board session.
