On 14-15 September 2010 26th meeting of the Commission on the Economy of Communications took place in Odessa, Ukraine.
Representatives of the RCC Communication administrations of the Azerbaijan Republic, Republic of Belarus, Republic of Kazakhstan, Republic of Moldova, Russian Federation, Republic of Uzbekistan and Ukraine took part in the Commission’s work.
The meeting took place at hospitable walls of Odessa National Academy of Telecommunications named after A.S. Popov., which celebrated its 90-year-old anniversary on the 10th September 2010.
Chancellor of Odessa National Academy of Telecommunications P.P. Vorobiyenko addressed the participants of the meeting with the words of welcome. At his speech he noticed that Regional Commonwealth in the field of communications, perhaps, is the unique branch organization which works, develops and has brought the contribution to national telecommunication networks construction in the Commonwealth’ countries and in the region as a whole.
New chairman of the Commission on the Economy of Communications Dadamychamedov Rustam Abdugapparovich, Head of the Department of economic forecasting, analysis and tariffs of the Communications and Informatization Agency of Uzbekistan was introduced to participants of the Commission – representatives of the administrations and operators of the RCC participants’ countries.
Members of the Commission considered such topical questions as: about economic and legal bases of regulation of services provided on the base of modern ICT, about use of modern methods of corporate management by telecommunication operators, about economic aspects of transition to digital broadcasting in the RCC participants’ countries.
Within the limits of the Commission’s work participants of the meeting shared experience in questions on principles and procedures of interconnection and settlements NGN services networks; improvement of professional skills of economic departments’ workers, about practice of payment for radio-frequency spectrum utilization.
As always, Commission at its work paid much attention to question on perfection of the Statistical Yearbook on the activities of the RCC communication administrations, published on the base of unified statistical indicators in the field of communication and informatization. As a result of the discussion, the list of indicators characterizing level of readiness to information society of the RCC participants’ countries also was accepted. Implementation of such indicators will allow carrying out comparative analysis in regional and international cuts and estimation of potential possibilities of infocommunication development.
One of the most important and topical questions, discussed by the Commission was the question on perfection of the system of indicators characterizing level of readiness to information society of the RCC participants’ countries on the base of Regional monitoring of infocommunication development. Carrying out of monitoring is an instrument of objective estimation of condition, dynamics and potential of infocommunication development and plays a great role in development of informatization and infocommunication processes management on the regional space. The monitoring results are the base acceptance of administrative decisions about activization of implementation of national strategies on the transition to information society.
Following the results of the Commission’s meeting the long-term Plan of the RCC Commission on the economy of communications for 2011-2012 including important and topical questions related to economic aspects of communications and informatization branch functioning was accepted. Next meetings of the RCC Commission on the economy of communications are planned to be held in Republic of Kazakhstan and in the Azerbaijan Republic in 2011.
