On 26 – 27 April 2011 in Astana (Republic of Kazakhstan) the 24th meeting of the RCC Commission for International Cooperation Coordination was held.

 

The Chairman of the RCC Commission for International Cooperation Coordination, Director of the International Cooperation Department of the Ministry of Telecom and Mass Communications of the Russian Federation, Andrey Y. Mukhanov chaired the meeting.
The representatives of the CAs of the Republic of Azerbaijan, Republic of Armenia, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Uzbekistan, ITU Moscow Area Office for the CIS countries and RCC Executive Committee took part at the meeting.
The speech of welcome at the opening session of the Commission was made by the Executive Secretary of the Ministry of Communications and Information of the Republic of Kazakhstan Kayrat B. Absattarov. He noted the importance of the discussed issues and wished to the participants of the meeting fruitful and successful work.

The main agenda items were the review of the ITU Plenipotentiary Conference 2010 (PP-10) outcomes, the preparations for the ITU Forums 2012 - ITU World Conference on International Telecommunications and ITU World Telecommunication Standardization Assembly, as well as preparation for the ITU World Telecommunication Development Conference 2014.
The RCC Commission approved the summary table on the implementation of the PP-10 Decisions which was prepared by the Working Group on the work with ITU, and noted the necessity of the responsible RCC working bodies' participation in the PP-10 Decisions implementation.
Within the discussion of the preparations for the ITU World Conference on International Telecommunications 2012 (WCIT-12) frameworks, the main areas of the International Telecommunication Regulations (ITRs) revision were presented and approved as well as the Commission decided to request the RCC CAs to give the proposals on the presented main areas of the ITRs revision, taking into account the provisions of national regulatory documents relating to the raised issues of the ITRs revision.
Within the discussion of the preparations for the ITU World Telecommunication Standardization Assembly 2012 (WTSA-12) frameworks the invitation of the CA of the Republic of Uzbekistan on the Regional Preparatory Meeting for the RCC participants' countries to prepare for the WTSA-12 and the WCIT-12 holding in Uzbekistan was accepted with gratitude.
It was considered expedient to carry out the preparatory work for the WTSA-12 in close cooperation with the RCC Telecommunication Commission and the RCC Telecommunication Operators Board, as well as to request the RCC CAs to give proposals on the draft contributions.
Within the discussion of the preparations for the ITU World Telecommunication Development Conference 2014 (WTDC-14) frameworks participants were informed that the Regional Preparatory Meeting for the RCC participants' countries to prepare for the WTDC-14 scheduled for January, 2013, as well as the offer of the CA of the Republic of Moldova to carry out the Regional Preparatory Meeting for the RCC to prepare for the WTDC-14 in Moldova was supported.
In addition, the Commission approved the draft document "Procedure for Interaction between the RCC and regional organizations in the field of communications" and decided to direct it to relevant RCC working bodies, interacting with regional organizations.
Participants considered and presented their amendments to the draft Strategy for Cooperation of CIS member-states in building and development of Information Society and Action Plan for its implementation until 2015.
The Commission discussed the preparations for the 20th anniversary of the RCC establishment and gave additions to the draft RCC Strategic directions, and also provided a list of persons nominated for the RCC Honorary certificate on the occasion of the 20th anniversary of the Commonwealth establishment.

At the conclusion of the meeting participants expressed their gratitude to the Communications Administration of the Republic of Kazakhstan for the excellent organization of the meeting and the warm reception.
