On 26-27 June 2012 in Cholpon-Ata (Kyrgyz Republic) the 6th (final) international workshop on the regional approach to field support for designated operators within the framework of the quality of UPU service improvement project was held.

The workshop was organized by the RCC Executive Committee, UPU International Bureau jointly with the Communications Administration of the Kyrgyz Republic. Total number of participants – more than 60 persons.

RCC CAs and UPU IB experts made reports at the workshop.

Workshop participants discussed the results of the work done by every designated operator after fifth workshop.

Representative of the FSUE “Russian Post” reported on the implementation of recommendations which were done at the previous workshop in Moscow during the visiting of postal communication places: centre of processing and transportation of mail and place of exchange at the airport.

Within the workshop frameworks the participants discussed the status of implementation of the EMS quality of service indicators. They considered a big block of questions on the parcel mail: development of parcel services in the countries, studying the reports on parcel mail and implementation of indicators, planning of processes of recept, transportation and delivery. Collection of the parcels information, Internet Based Inspection System (IBIS) characteristics, status of the monitoring parcels quality system, correction of introduction and use of all functionality of system IPS/IPSLight.

Participants discussed the security standards on the whole extent of a technological chain on mail processing, proposals to the 25th UPU Congress concerning the security,

The information on activity and concrete measures on improvement the quality of written correspondence service provision on the base of uninterrupted UPU control and national monitoring systems was also presented.

During the summarizing of the project the estimated cards of implementation of the project were filled in. They showed that during the implementation of the project the designated operators managed to structure technological chains of postal items processing, to introduce the various systems allowing clients to trace the postal items, and to operators to reveal "narrow" places in a technological chain etc.

Further plans on improvement of quality of services in our region in the following cycle (after the Congress in Doha) were laid down

In the conclusion, the certificates were handed over to participants – to national coordinators and/or their deputies who have successfully training preparation as experts in the field of quality of service.
