The Chairman of the RCC EMC of REF Commission, Head of the Federal Communications Agency of the Russian Federation Valery N. Bugaenko opened the 30/36th joint meeting of the RCC EMC of REF and Broadcasting Commissions.
The meeting was attended by more than 40 representatives from the CAs of the Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Uzbekistan and Ukraine.
At the joint meeting of of the RCC EMC of REF Commission the following issues were considered:
• RCC Communications Administrations preparation for the World Radiocommunication Conference (WRC) and the Radiocommunication Assembly (RA), which will be held in 2012;
• RCC CAs interaction on the satellite communications development issues;
• Development of the "Common Table of Frequency Allocations of the RCC participants’ countries";
• Other issues related with the management of radio spectrum and the electromagnetic compatibility of radioelectronic facilities.
Within the discussion of the RCC CAs preparations for WRC-12 and RA-12 frameworks the results of the conducted work were considered and the tasks for the near future were set.
The Commissions approved the drafts RCC CAs Position on the WRC-12 agenda items and the RCC Common Proposals for the Conference and recommended them for approval by the RCC Board. In addition, the Commissions considered the proposals on the Radiocommunication Assembly work, agreed the proposals on the candidates for leading positions of the Radiocommunication Assembly and World Radiocommunication Conference in 2012 and also took into account the RCC proposals on the candidates for elected positions of the Radiocommunication Sector working bodies.
One of the most complex issues, which was considered during the meeting of the Commissions, refers to the use of the frequency band 790-862 MHz by the mobile service systems of the IMT standard and by the aeronautical radionavigation service. The Commissions considered the issue of making the bipartite agreements between the RCC and CEPT participants’ countries on the use of this frequency band by the IMT systems and by the aeronautical radionavigation service.
Within the RCC CAs interaction on the satellite communications development issues frameworks, the Commissions examined the proposals on the possibility of creating a joint/interstate system on the basis of using the Russian satellite system of the high-speed access in Ka-band, focused on the mass broadband Internet with low cost of equipment and services.
In addition, the Commissions discussed the issues of facility the access to the orbital and frequency resource and the preparation of relevant proposals to the International Telecommunication Union.
On the development of the Common Table of Frequency Allocations of the RCC participants’ countries issue the Commissions approved the fragments of the general table in the frequency band 29,7 MHz - 22 GHz, and considered the last fragment of the table in the frequency band 22 - 275 GHz.
Besides, the issues related to the use of radio frequency resource of the simultaneous audio broadcast networks of the RCC participants’ countries in the band of MW/LW and issues related to the Recommendations for coordination of frequency assignments to the terrestrial mobile and fixed service stations in frequency bands above 29.7 MHz related to the calculated programs, were considered at the meeting.
At the conclusion the participants expressed their gratitude to the host country for the excellent organization of the meeting and the warm reception.
