On 5th November 2012 in Baku (Azerbaijan Republic) the joint 47th session of the RCC Board and 18th session of the Coordination Council for Informatization of the CIS states attached to RCC was held.

The delegations of the RCC full members – Communications Administrations (CAs) of Azerbaijan Republic, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Ukraine and RCC observers – CAs of the Republic of Bulgaria, Republic of Latvia, Republic of Slovenia, IOSC “Intersputnik” as well as guests from CIS Executive Committee, International Telecommunications Union (ITU), Pan African Postal Union, National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova, National Commission for the State Regulation of Communications and Informatization of Ukraine took part at the session.


The Chairman of the RCC Board and Coordination Council, Minister of Telecom and Mass Communications of the Russian Federation, Mr. Nikolay A. Nikiforov chaired the session.

On behalf of the Government of the Azerbaijan Republic the speech of welcome was made by the Deputy Prime Minister of the Azerbaijan Republic Mr. Abid Sharifov.

The speech of welcome was made by the ITU Secretary General Dr. Hamadoun Touré. The greeting speech on behalf of the CIS Executive Committee Chairman Mr. S.N. Lebedev was read by the Director of the Economic Cooperation Department Mr. Aladdin Museib ogly Kuli Zade.

Taking into account that the year 2012 was proclaimed by the CIS Heads of governments as the year of communication and informatization, the joint session of the RCC Board and CCI started with the discussion of the events carried out in the RCC participants’ countries, which promote the development of further cooperation of the states in the field of communication and informatization. It was recommended to the RCC communications administrations to continue the activity on the establishment of common infocommunication space and integration of the Commonwealth countries into the world information society; to carry out the policy aimed at harmonization of legislation and normative and technical base in the field of ICT, promote the development and introduction of new technologies and services.

At the session it was noted that 2012 is the year of the 10th anniversary of the Coordination Council establishment, which activity promotes the solution of the tasks of information society building in our countries.

Participants of the session summarized the results of the RCC communications administrations work at 25th UPU Congress, which was held in September-October 2012. It was noted that the RCC CAs submitted around 80 common proposals on all the agenda items of the Congress, which found the reflection at the Final Acts of the Congress. Russia and Ukraine were elected in new composition of the UPU permanent bodies: Council of Administration and Postal Operation Council.

In the section of issues, related the RCC CAs preparations for international forums, the participants discussed the preparation for the forthcoming events of the International Telecommunication Union in 2014.

Participants considered the result of the carrying out of Regional monitoring of infocommunication development of the RCC participants’ countries for 2011 and noted that at regional space the quite stable ICT introduction in all the spheres of national economies and state management systems is provided.

One of the topical directions of the RCC CAs work is the issue of the use of radiofrequency spectrum in the RCC participants’ countries. With a view of regulation of the relations between the RCC CAs on the use in the independent mode of work the frequency allocations registered in the Plan concerning the Use by the Broadcasting Service of Frequencies in the Medium Frequency Bands in Regions 1 and 3, the participants of the session endorsed the draft the “Agreement between the RCC CAs on coordination of the frequencies allocations previously used in common synchronous networks in the ranges 148,5-283,5 kHz 526,5-1606,5 kHz for its using in independent operation mode and modification of the ITU Geneva-75 Plan”.

Participants of the joint session discussed the issues of the information security ensuring in 0the newest electronic services provision.

At the session the Plan of the work of the Base organization of the CIS member states of the methodical and organizational and technical provision of works in the field of information security and preparation of specialists in this field for 2013, which was prepared by the FSUE VNIIPVTI (adopted as the Base organization in this field by the Council of the CIS Heads of governments of 30 May 2012) was adopted.

Further the participants considered the issue on the formation in the Internet the cross-border space of trust of the CIS member states. “Methodology of the formation and functioning in the Internet the cross-border space of trust (TTS Methodology)” was endorsed in the whole. It was charged to the RCC Commission for Informatization and RCC Information Security Commission to prepare the proposals on practical realization of the TTS Methodology in the interests of the RCC participants’ countries, taking into account the recommendations and approaches worked out within the framework of the United Nations Commission on International Trade Law (UNCITRAL) and the United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT).

With a view of widening the cooperation and activization of interaction of the RCC participants’ countries in the field of protection against fraud on communication networks and ensuring the cybersecurity it was recommended to the telecommunications operators of the RCC participants’ countries to work out the Memorandum of interaction of RCC telecommunications operators in the field of cybersecurity and protection against fraud on communication networks.

The results of the RCC Human Resource Development Commission’s activity was heard and the “Directions of activity of educational institutes of the RCC participants’ countries on training of specialists in the field of communication and information technologies” were adopted.

Participants of the session discussed also the issues concerning the Commonwealth internal activity: changes and amendments to the RCC Regulations, the Deputy Chairmen of the both RCC Board and Coordination Council were appointed (КСС Board Deputy Chairman – Mr. H.N. Reznikov, CA of Ukraine; Coordination Council Deputy Chairman – Mr. A.K. Zhumagaliev, CA of the Republic of Kazakhstan) the composition of the Inspection Committee, RCC income and expense budget, List of the actions carried out within the RCC Charter activities for the next year were adopted.

Next joint 48th session of the RCC Board and 19th session of the Coordination Council it was decided to carry out in the second half of 2013.

During the summarizing the results of the session the Chairman initiated the carrying out of the events on the monitoring of prices and tariffs on international roaming in the RCC participants’ countries.

In conclusion the participants of the session expressed gratitude to the Government and Communications Administrations of the Azerbaijan Republic for the excellent organization of the joint session of the RCC Board and Coordination Council and warm reception.
