The meeting joined the representatives of Communications Administrations of the Azerbaijan Republic, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Uzbekistan and Ukraine.
The Deputy Minister of Communications and Information Technologies of the Azerbaijan Republic Mamedov Iltimas Ahmed oglu greeted the participants of the meeting. He noted the importance of the issues discussed in the framework of the CICC, particularly prior to the one of the most important international events – the Plenipotentiary Conference of the International Telecommunication Union. He wished the participants a successful solving of all the tasks.
The main issue on the agenda was discussion of the RCC CAs preparations for the ITU Plenipotentiary Conference 2010 (PP-10). The Commission considered and approved 11 draft Common Proposals and requested the RCC Executive Committee to send them to the ITU in the prescribed manner. With reference to two additional drafts of the RCC Common Proposals it was decided to send them to the Communication Administrations for official approval.
The meeting was attended by representatives of regional organizations – the European Conference of Postal and Telecommunications Administrations (CEPT) and the Inter-American Telecommunication Commission (CITEL), who presented the positions and proposals of their organizations on the agenda of the PP-10.
Commission members discussed the nominations for chairmanship of the PP-10 Committees and Working Group of the Plenary, as well as coordinators of RCC Common Proposals, Committees, general items of the Conference and coordinators for interaction with regional organizations. The document «Order of the interaction of the RCC CAs delegations during the PP-10» was developed and approved. In order to advance the RCC Common Proposals CICC members found useful the participation of RCC representatives at the final preparatory meetings of other regional organizations, where to present RCC position for the PP-10. These are the meeting of CEPT, which will be held on 21-23 September 2010, and the meeting of ATU, which will be held on 23-25 September 2010.
The participants of the meeting also reviewed the outcomes of the ITU World Telecommunication Development Conference 2010 (WTDC-10, 24 May - 4 June, 2010, Hyderabad, India).
After discussing the issues of preparations for the 2012 ITU Forums – World Conference on International Telecommunication and World Telecommunication Standardization Assembly, CICC members approved the draft Preparations plans for these forums, they confirmed the feasibility of organizing Research & Development works and decided to report this issue to the RCC Board.
In addition, the CICC discussed the draft document "Procedure for the interaction between RCC and regional organizations in the field of communications" taking into account the comments from the RCC Postal Operators Board and RCC Commission on Regulation of Frequency Spectrum Use and EMC of Radioelectronic Facilities and RCC Commission for Satellite Communication, TV and Sound Broadcasting. The Commission decided to send the document for revision to the Working Group on the work with ITU with the involvement of members of other RCC working bodies and the RCC Executive Committee.
In conclusion, the participants of the meeting expressed gratitude to the Communication Administration of the Azerbaijan Republic for a warm welcome and all the conditions for a successful meeting.
