On April 2, 2010 in Astana (Kazakhstan) the first meeting of the High Level Working Group (HLWG) on Cooperation in the matters of the RCC participants’ countries readiness for the information society was held.

       Representatives of the Communications Administrations of: Azerbaijan Republic, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation and representatives of the Executive Committee of the RCC participated in the HLWG meeting.

      At the first meeting it was noted that HLWG is guided in its activities by the decisions of the World Summit on the Information Society, outcome of the Connect CIS Summit, decisions of the International Telecommunication Union (ITU) and the Universal Postal Union, Strategic lines of the RCC activities, generally accepted principles and norms of international law and regulatory documents on the RCC working bodies.

      Participants reviewed issues of implementation in the RCC participants’ countries of national programs and projects for ICT development aimed at building the information society, as well as issues concerning definition of a system of indicators characterizing the state of informatization development in the RCC participants’ countries and the need to develop indices of their readiness to the information society, as well as a number of organizational issues of HLWG.

      It was considered expedient for HLWG to promote:

• RCC working bodies, RCC CAs, other competent public authorities of the RCC participants’ countries;

• development and implementation of national policies, strategies, programs and projects of the information society building and development in the RCC participants’ countries aimed at provision of socially significant electronic government services to citizens and business development in this area;

• establishment of monitoring systems on the RCC participants’ countries readiness for the information society building based on the "Electronic Passports of  the Information Society" formed by national state authorities in line with the ITU and other regional organizations of international cooperation guidelines on assessing the countries readiness for the information society building

      During the HLWG meeting it was decided to implement the analysis and make proposals for improving the system of indicators characterizing the level of preparedness in the RCC participants’ countries to build the information society in conjunction with the RCC Commission on the Economy of Communications. It is also proposed to study the possibility of developing guidelines for their formulation taking into account the existing indicators systems of the ITU and other international organizations..

      In conclusion, it was pointed that the HLWG activity will form a clear picture of the state and prospects of the Information Society, to assess the RCC participants’ countries readiness for its building, and occupy a higher place in the world rating.

      RCC activities were carried in the Republic of Kazakhstan during the period (1-3 April) of International ICT exhibition-forum «e-Kazakhstan-2010". Members of HLWG and RCC Informatization Commission participated in the opening of the exhibition. They were given a tour which allowed them to get acquainted with promising ICT projects relating to the provision of electronic services to the population and areas of the ICT sector development in the Republic of Kazakhstan.
