On September 28, 2010 in Chisinau (Moldova) the 16th session of the Coordination Council of the CIS member states for Informatization attached to the Regional Commonwealth in the field of Communications (RCC) was held.

 

The meeting of the Coordinating Council was attended by delegations of national bodies for informatization of the Republic of Armenia, Kazakhstan, Kyrgyz Republic, Moldova, Russian Federation, Tajikistan, Uzbekistan and Ukraine. The meeting was also attended by representatives of national bodies for informatization of the Azerbaijan Republic, the Republic of Bulgaria, as well as representatives of the CIS Executive Committee and RCC Executive Committee.

The opening session of the Coordinating Council was attended by Prime Minister of the Republic of Moldova V. Filat.

In his address to the meeting the Prime Minister noted the importance of this meeting being held in Chisinau, and stressed that it will contribute to the Moldovan government actions on modernization and reformation of public administration, enhancement of  the competitiveness of the country, as well as the implementation of the project "e-transformation" based on advanced ICT.

The meeting was held by a Chairman of the Coordination Council, Minister of Communications of the Russian Federation IO Shchegolev.

At the meeting of the Coordinating Council the information on implementation of the Strategy for CIS Countries in the field of Informatization (Strategy) and the Plan of Action for its implementation up to 2010 (Action Plan) was presented, and the role of Strategy in harnessing the potential of ICT in solving strategic problems in the Commonwealth States was reviewed.

In accordance with new priorities in building the information society, changes in the development level of ICTs, as well as in accordance with the request of the Coordinating Council the research of the Amending Strategy and Action Plan for the period up to 2015 was organized. These documents were submitted for consideration at the meeting of the Coordinating Council.

It was decided to clarify according to the comments and suggestions of participants of the Coordinating Council at the next meeting those documents:

the implementation of the Action Plan for the period up to 2010 and national informatization projects on  information society and ICT development in CIS countries;

proposals for the implementation of priority directions of further cooperation in the field of ICT and building the Information Society to create a draft Action Plan for the period up to 2015.

Coordination Council requested the RCC working bodies to consider at their meetings the draft amendments to the Strategy and Action Plan for the period up to 2015, for their part, and submit their suggestions and comments.

А brief review was given on the work done in the RCC countries on the implementation of national programs, projects and new technologies for ICT development aimed at building the information society.

Coordinating Council requested the RCC Informatization Commission to prepare proposals on improving the mechanism of interaction of the RCC in matters of building an information society for inclusion in the drafting of amendments to the draft Strategy and Action Plan for the period until 2015.

At the meeting the Coordinating Council was provided with information on activities carried out in the CIS member-states information security infrastructure of e-government.

It was entrusted to the Information Security Commission to use the experience of Belarus, Kazakhstan and the Russian Federation in cooperation in the application of information technology in the exchange of electronic documents in the foreign trade between these countries. It is needed to prepare Convention on the recognition of the legal value of electronic documents in the international exchange of information between the CIS member states; to justify the need to address the authorized bodies and organizations of the CIS countries the problems encountered in implementing technology and implementation of cross-border exchange of information relating to the control over the management of import/export of ICT products containing cryptographic functions.

As part of the question the RCC Commission on the Economy of Communications was asked to consider the possibility of a 2011 – 2013 RCC research "On establishment of a pilot project of transboundary protected legally significant information exchange within the CIS countries".

Given that there is work in progress to provide a single point for security in cyberspace of CIS member states (United Center), the Council requested the Information Security Commission to report at the next meeting of the Coordinating Council a list of activities to create a Center.

It is assumed to include the documents developed by the Information Security Commission in the section "Information Security" of the draft amendments and additions to the strategy of cooperation of CIS member states in the field of information and a draft Action Plan for the period until 2015.

At the meeting of the Coordinating Council a positive experience of the Russian Federation for the preparation and implementation of the project to create a Cyrillic domain name “.RF” was considered. It was decided to continue the consideration of the experience of the Russian Federation and the main results of the introduction of Cyrillic domain at meetings of the RCC Informatisation Comission.

Members of the Coordinating Council highlighted the need for continued cooperation in ICT and developing joint action for building the information society in the RCC countries.

The next, 17th Meeting of the Coordinating Council will be held in May-June 2011, in Yerevan, Armenia.

The participants expressed gratitude to the Government of the Republic of Moldova, the Minister of Information Technologies and Communication of the Republic of Moldova for their warm hospitality and excellent organization of the meeting.
