On May 8, 2010 in Moscow (Russian Federation) the 42nd session of the Board of the Communications Administrations Heads of the Regional Commonwealth in the field of communications (RCC Board) was held.

 

The session was attended by delegations of the RCC full members - Communications Administrations (CAs) of the Azerbaijan Republic, Republic of Armenia, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine and RCC observers – CAs of the Republic of Bulgaria, Republic of Latvia, Republic of Lithuania,  Republic of Slovenia, Postal Corporation Itella Group (Republic of Finland), IOSC Intersputnik, as well as guests from the International Telecommunication Union (ITU), Universal Postal Union (UPU) , CIS Executive Committee, Pan African Postal Union, Brazil, Canada, France.

The session was presided by the Chairman of the RCC Board, Minister of Telecom and Mass Communications of the Russian Federation I.O. Schegolev. He read out a welcoming telegram of V.V. Putin, Chairman of the Russian Federation Government.

Vice-Chairman of the Russian Federation Government S.B.Ivanov took part in the RCC Board session and noted that for nearly twenty years of existence Regional Commonwealth in the field of Communications proved its effectiveness in solving full spectrum of questions related to communication facilities and information-communication technologies development.

The Chairman of the RCC Board in his speech of welcome emphasized that the RCC session was held in the days of celebrating the 65th anniversary of Victory in the Great Patriotic War marking the end of one the greatest tragedies of the 20th century which are always associated with the memory of the heroic deeds of soldiers and civilians of the countries affected by this war, with great joy and hope for a bright, peaceful future.

Deputy Director of the Economic Cooperation Department of the CIS Executive Committee Mr. Aladdin Museib ogly Kuli-Zade addressed the participants with the welcoming words on behalf of the CIS Executive Committee Chairman - Executive Secretary S.N. Lebedev. Acting UPU Europe and CIS Program Manager A.V. Sudakov read welcoming address of the Director General of the UPU International Bureau E. Dayan.

The RCC Board opened its work with discussing preparations for the forthcoming ITU international forums: the ITU World Telecommunication Development Conference 2010 (WTDC-10), ITU Plenipotentiary Conference 2010 (PP-10), World Radiocommunication Conference and Radiocommunication Assembly 2012 (WRC-12 and RA-12).

A special feature of the RCC preparations for these forums is a comprehensive discussion at the meetings of the RCC profile working bodies of the Commonwealth Communications Administrations proposals for Conferences agendas which at the RCC CAs support will be ultimately presented at the ITU international forums as the RCC Common Proposals.

Thus, preparation of the RCC Common Proposals for WTDC-10 is practically completed; it was preceded by the large preliminary work of the RCC Commission for International Cooperation Coordination.

Common Proposals of the RCC members’ states for WTDC-10 contain proposals for new draft resolutions, areas of the ITU Development Sector’s Study Groups activities and 4 Regional Initiatives:

  1. Study of questions related to holding electronic meetings;
  2. Assistance in transition from analogue to digital broadcasting;
  3. Creation of the ITU virtual laboratory for equipment remote tests, new technologies and services in order to achieve the objectives of WTSA-08 resolution 76 and filling of the ITU single database;
  4. Stable electric power supply of telecommunication facilities in rural and remote areas.

As regards preparations for PP-10, WRC-10 and RA-10 RCC Communications Administrations continue systematic preparations and coordination of the RCC participants’ positions.

Particular attention RCC participants pay to Plenipotentiary Conference - the supreme body of the International Telecommunication Union which defines policy and Strategic Plan of the Union, examines and, if necessary, adopts amendments to the Constitution and Convention, elects Member States to the Council, the Secretary-General, Deputy Secretary-General and Directors of the three Bureaux as well as members of the Radio Regulations Board.

Attention of the RCC CAs having nominated their representatives to the ITU Council and   Radio Regulations Board was drawn to a limited number of seats in these ITU bodies for Region C and the fact that the number of applicants exceeds the set limit that could lead to increased competition among the election participants at the forthcoming Plenipotentiary Conference.

RCC CAs interaction aimed at finalization, coordination and timely sending of the RCC Common Proposals for PP-10 will continue.

As regards preparations for the upcoming in 2012 ITU World Radiocommunication Conference and the Radiocommunication Assembly it was noted that as part of the research work scientific and technical substantiation of the RCC Common Proposals on the WRC-12 agenda items is carried out. It was decided to continue consultations with other regional organizations when preparing for the coming Conference.

The RCC Board heard information about the candidate to the post of the ITU Secretary-General – current ITU Secretary General Dr. Hamadoun. I. Touré and presentations of the candidates from Brazil (F.Leite), Canada (V.Rawat), France (F.Rancy) to the post of the Director of the Radiocommunication Bureau of the International Telecommunication Union who will be elected at the ITU Plenipotentiary Conference 2010.

Further participants of the  RCC Board session discussed Communications Administrations activities during preparations for and celebration of the 65th anniversary of Victory in the Great Patriotic War. Results of large multi-aspect work carried out by the RCC Communications Administrations for this anniversary date were considered: mass fulfillment of the war veterans’ applications for household telephone installations and free service of veterans in the jubilee days, issue of postage stamps and envelopes with the commemorative themes, participation in events commemorating the Great Patriotic War participants killed on battlefields, honoring Great Patriotic World War veterans and etc.

The RCC Telecommunication Operators Board submitted for the RCC Board approval Provisions on the International Service Traffic Network (ISTN) improving reliability and viability of the RCC participants’ international communication networks by using a technological network for direct interaction of telecommunication operators’ staff in the process of operational and technical networks management.

It was decided to consider the ISTN creation a priority of the RCC Telecommunication Operators Board activities and to get involved in it all members of the RCC Telecommunication Operators Board.

Minister of Communications and Information Technologies of the Azerbaijan Republic informed participants of the RCC Board’s session about the adoption by the United Nations General Assembly of the Resolution on Building Connectivity through the Trans- Eurasian Information Super Highway and expressed thanks to all countries for the support.

The RCC Board approved the Regional Postal Development Plan developed by the International Bureau of the Universal Postal Union for the and the CIS region pursuant to the 24th UPU Congress decisions. Improvement of the quality of service and postal network efficiency and postal financial services strengthening are the priorities of the Plan.

In the context of discussing impact of the global financial crisis on the postal sector of the RCC participants, special attention was paid to financial services development as one of the factors contributing to crisis overcoming in the postal area is expanding the range of services provided to population and demanded by it.

In this regard, the RCC participants reforming the postal sector consider it necessary to develop electronic payment services by using the post offices network for payment of pensions, allowance, remuneration, receiving utility payments, money transfers, etc.

Having heard and discussed main directions of activities of the High Level Working Group on cooperation in the matters of the RCC participants’ countries readiness for the information society building (HLWG), the RCC Board charged HLWG in conjunction with the RCC Commission on the Economy of Communications to perform analysis and to prepare proposals for improvement of the system of indicators characterizing the level of readiness of the RCC participants’ countries for the information society building and of recommendations for their formation taking into account existing systems of indicators of the ITU and other international organizations.

Participants discussed issues relating to internal activities of the Commonwealth.

Some alterations and additions to a number of the RCC regulatory documents were maid, and it was decided to continue work on the RCC regulatory documents unification.

Report on the RCC Executive Committee activities in 2009 was approved.

New members joined the RCC Telecommunication Operators Board - the company Intersputnik Holding Ltd providing a full range of solutions from the backbone communication network creation to satellite systems with earth infrastructure and dedicated satellite resources, and OJSC MegaFon – the leading cellular operator providing modern services including 3G network development on the Russian Federation.

It is decided to hold the regular 43rd meeting of the RCC Board in Baku, Azerbaijan Republic in  November 2010. Provisional agenda for the meeting has been formed.
