The Council comprising of 46 Member States aims to consider, in the interval between the Plenipotentiary Conferences, broad telecommunication policy issues. In addition, Council is responsible for ensuring the functioning of the Union, coordinating work programmes, approving budgets and controlling finances and expenditure.
More than 300 delegates from the ITU Council Member States and about 90 observers from other countries, international and regional organizations participated n the 2010 session of the ITU Council.
From the Regional Commonwealth in the field of Communications, Director General of the RCC Executive Committee, Nurudin N. Mukhitdinov attended the session.
The session of the ITU Council met six months before the ITU Plenipotentiary Conference (PP-10), which will take place in Guadalajara (Mexico) on 4 - 22 October 2010. In this context, the agenda included a wide range of issues relating to the Union activities and directions for the future work.
In discussing the draft Council Report for the PP-10 on the activities of the ITU for 2007-2010, the ITU Secretary-General Hamadoun Toure highlighted the key tasks of the forthcoming Conference. In particular the PP-10 shall take steps towards stabilizing basic instruments of the Union, developing more stable and predictable financial mechanisms to implement the Strategic Plan of the Union. Besides, the ITU Secretary-General outlined the need to work out new approaches to strengthening the membership of the Union and its leading role in the regulation of communications and infocommunications.
ITU Council discussed the role of the Union in implementing the outcomes of WSIS, in building confidence and security in the use of ICTs. Such priority issues as ICTs to bridge the digital divide, creating a safer Internet Environment for children, ICTs and climate change, etc were reviewed.
Decisions on implementation of ITU Strategic Plan for 2008-2011, planning of future ITU events - World Telecommunication Development Conference 2010 (WTDC-10), Plenipotentiary Conference 2010 (PC-10), 2011 session of the ITU Council, preparations for ITU World Conference on International Telecommunications 2012 (WCIT-12) will be taken.
The outcomes of the 2010 session of the ITU Council will be considered at the 23rd meeting of the RCC Commission for International Cooperation Coordination, which will be held September 2010 in Baku, Azerbaijan Republic.
