In the period from 20 October to 7 November the ITU Plenipotentiary Conference 2014 (Busan, Republic of Korea) was held.

 

The Plenipotentiary Conference is the top policy-making body of the ITU. Held every four years, the Conference:

  • sets the Union's general policies;
  • adopts four-year strategic and financial plans; and
  • elects the senior management team of the organization, the members of Council, and the members of the Radio Regulations Board.

 

 

The Chairman of the Plenipotentiary Conference became Mr. Wonki Min - Assistant Minister with the Republic of Korea's Ministry of Science, ICT and Future Planning (MSIP). In his speech Mr. Wonki Min said that the ITU has played a critical role in guiding the development and application of the information and communications technologies that are shaping our world today. At this Conference we will have the opportunity to celebrate 150 years of ITU achievements that have helped to provide the unprecedented level of global connectivity we enjoy today.

 

 

For the work of the Conference were registered more than 3000 delegates including representatives from more than 175 ITU Member States, Sector Members and observers organizations, including more than 150 Ministers, 35 Deputy Ministers and 67 Ambassadors.

 

From the RCC were registered communications administrations of full members - Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Georgia, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan,Turkmenistan, Republic of Uzbekistan, Ukraine and observers - Bulgaria, Latvia, Lithuania, Slovenia, Intersputnik and Eutelsat, and also RCC Executive Committee.

At the post of Vice-Chairman of the Conference from the RCC countries was elected Chairman of the Board of the RCC CAS heads and the Coordination Council for Informatization, Minister of Telecom and mass communications of the Russian Federation Mr. Nikolay A. Nikiforov.

At the post of the Chairman of the Committee 2 (Credentials) was elected Mr. Timofey G. Kim (CA of Kazakhstan).

At the posts of Vice-Chairmen of the Study Groups:

Committee 3 (Budget Control) – Mr. Maxat N. Dzhylyzhbaev (CA of Kyrgyzstan),

Committee 4 (Editorial) – Mr. Vladimir M. Minkin (CA of Russia),

Committee 5 (Policy and Legal Matters) – Mr. Andrey A. Kononov (CA of Belarus),

Committee 6 (Administration and Management) – Ms. Laviza F. Iskhakova (CA of Uzbekistan),

Working Group of the Plenum – Mr. Rufat Tagizadeh ogly (CA of Azerbaijan).

At the ITU Plenipotentiary Conference the elections of candidates for five elective positions of organization as well as 12 members of the Radio Regulations Board and 48 members of the ITU Council for the period 2015-2018 until the next Plenipotentiary Conference were held.

Mr. Houlin Zhao (China) was elected Secretary-General of the Union after eight years as Deputy Director General and eight years in the capacity of Director of the ITU Telecommunication Standardization Bureau.

Mr. Malcolm Johnson (United Kingdom) was elected Deputy Secretary-General of ITU after eight years in the capacity of Director of the ITU Telecommunication Standardization Bureau.

Mr. François Rancy (France) was re-elected Director of ITU's Radiocommunication Bureau at the second term.

Mr. Brahima Sanou (Burkina Faso) was re-elected Director of ITU's Telecommunication Development Bureau at the second term.

Mr. Chaesub Lee (Republic of Korea) was elected Director of ITU's Telecommunication Standardization Bureau.

 

At the Radio Regulations Board from the region C were elected two candidates:

- Mr. Victor Strelets (Russian Federation)

;-Mr. Evgeny Khairov (Ukraine).

 

Also were elected 48 countries at the ITU Council from 60 candidates-countries.From the region C for 5 posts were elected: Azerbaijan Republic, Bulgaria, Poland, Romania, and Russian Federation.

At the Conference from the RCC CAs were made 19 Common proposals.

According to the established practice, every day, in order to promote the contributions and initiatives during the international forums, delegations of the RCC CAs held coordination meetings in which elected representatives and coordinators makes reports on the results of discussed issues, progress at the conference, tasks and prospects for the current day including participation in various working groups.

The coordination meetings of the conference was attended by the ITU Leadership: ITU Secretary-General Mr. Hamadoun Touré, ITU Deputy Director-General  Mr. Houlin Zhao, Director of the ITU Telecommunication Development Bureau Mr. Brahima Sanou, Director of the Radiocommunication Bureau Mr. François Rancy, Director of the Telecommunication Standardization Bureau, Mr. Malcolm Johnson. After election to the post of Director of the Telecommunication Standardization Bureau Mr. Chaesub Lee also participated in the coordination meetings of the RCC.

Thus, during the period of the coordination meetings held within the Conference the RCC countries’ participants  met with all the ITU leadership members elect.

During the RCC meetings were signed a cooperation programs between the RCC and CEPT and RCC and ATU, which will contribute to further mutually beneficial cooperation between the RCC and this regional organizations.

 

 

 

 

 

 

 

 

 

 

 

 

The next ITU Plenipotentiary Conference scheduled for late 2018 in Dubai, United Arab Emirates.

The results of the ITU Plenipotentiary Conference 2014 will be discussed at the joint meeting of the RCC CAs Board and Coordination Council of the CIS member states for Informatization attached to the RCC in May 2015 in Moscow (Russian Federation) and it will be heard the reports of coordinators on the agenda of the conference.
